The USPS is still in deep financial trouble because of a mandate passed in 2006 by a Republican-led Congress that required the agency to pre-fund health care benefits for its retirees. Advocates are calling on Biden to pass emergency relief in his first 100 days -- saving hundreds of thousands of postal jobs.
