Congress is back in Washington with just a few weeks to pass a spending bill before the government shuts down at the end of September.
This is not a new problem. Over the past decade, we have seen repeated budget standoffs that have disrupted federal services, hurt the economy, and undermined public trust.
Some lawmakers defend shutdowns as a legitimate tool to force change. Others say they are reckless and harmful no matter the circumstances.
