** Liz Truss resignation honours list criticised by ex-aides

------------------------------------------------------------

** Former Prime Minister Liz Truss has been criticised by two former aides for choosing to submit a list of resignation honours.

Tory party donor Jon Moynihan, aide Ruth Porter, ex-Vote Leave's Matthew Elliott and thinktank boss Mark Littlewood are said to be on the list.

Any outgoing prime minister is able to recommend people for honours after they've resigned, although not all have chosen to.

Mr Littlewood is director of the Institute of Economic Affairs, a free-market supporting think tank that was associated with Ms Truss and her former chancellor Kwasi Kwarteng.

Mr Elliott, who helped found the Taxpayers Alliance group, which campaigns for lower taxes, was chief executive of the main pro-Brexit campaign during the 2016 referendum.

It's unclear when Ms Truss' nominations would be assessed by the Cabinet Office, which is already considering nominations from Boris Johnson.

** William Hill to pay record £19.2m for ‘widespread and alarming’ failures
------------------------------------------------------------

**
William Hill has been fined a record £19m for “widespread and alarming” social responsibility and anti-money-laundering failures, the Gambling Commission has announced.

Three gambling businesses owned by William Hill will pay a total of £19.2m – the largest penalty in the commission’s history – for failing to protect customers, some of whom were allowed to spend thousands of pounds at a time without checks.

Social responsibility failures at William Hill businesses included allowing one customer to open a new account and spend £23,000 in 20 minutes; allowing another to open an account and spend £18,000 in 24 hours; and allowing a third customer to spend £32,500 over two days – all without any checks. The commission said the company failed to carry out checks at an early stage in the customer’s journey, which meant one user lost £14,902 in 70 minutes.

The previous largest fine was £17m imposed last August on Entain, the gambling firm behind Ladbrokes and Coral.

** Colour and design of e-cigarettes should be regulated, says Germany’s drugs czar

------------------------------------------------------------

** Regulating the appearance of e-cigarettes and their packaging would help decrease use among young people says Germany's drugs czar, Burkhard Blienert.

The Commissioner for Narcotic Drugs said that while he acknowledges the debate around whether e-cigarettes can help minimize the harmfulness of tobacco, he is concerned about the rates of vaping among young people. This increasing popularity "shows that regulatory measures are currently becoming more necessary to get away from this strong advertising," Blienert added.

Regulating the appearance of e-cigarettes and "minimizing appeal via color, shape and design" would be helpful tools to decrease their popularity among young people, Blienert said. He also said that packaging design should be reined in. Plain packaging is already used as a way to deter consumption of tobacco cigarettes in many countries.
