Honoring Wyoming's Trailblazing Women 
It is Women’s History Month, and I am lucky to represent a state that is known for pioneering women’s rights.
 
Wyoming is known as the Equality State because we were the first state to begin continuously recognizing women’s right to vote. This catapulted women into political power, paving the way for Louisa Swain to cast the first vote under this law and for Wyoming to elect the first female justice of the peace, the first all-female city council and the first female governor.
 
To continue the celebration of Women’s History Month, I joined six of my colleagues in introducing the bipartisan Women’s Suffrage National Monument Location Act to secure a spot on the National Mall for a monument honoring the women who fought for suffrage in our country.
 
Placing the Women’s Suffrage Monument on the National Mall in our nation’s capital alongside other monuments dedicated to America’s greatest leaders helps ensure that future generations will learn the incredible stories of trailblazing Wyoming women like Louisa Swain and Nellie Tayloe Ross. Wyoming played a critical role as a national leader in the women’s suffrage movement, even before we were a state, and I am proud to carry that legacy on today as the first woman to represent the Cowboy State in the U.S. Senate.
 
I am excited to see this monument come to fruition. Pioneering women like the suffragettes are an important piece of our history, and they should have a place of honor on the National Mall like so many of our other American heroes.

WORKING IN WASHINGTON

Legislative Actions:

  • I joined Senator Lindsey Graham (R-SC) and a bipartisan coalition of senators in reintroducing the Let Experienced Pilots Fly Act which will raise the mandatory commercial pilot retirement age from 65 to 67 while keeping all training, safety and certifications in place to ensure pilot quality is unaffected.  Pilot shortages have caused a string of flight delays and cancellations across Wyoming, especially for folks who rely on rural airports. This legislation will help alleviate the crew shortages and provide a better travel experience in Wyoming. 
  • I joined U.S. Senator John Barrasso (R-WY) in writing to the Federal Communications Commission (FCC) to request the commission accelerate its timeline for updating the broadband availability maps so recent challenges submitted by states can be included in the version of the maps used by the National Telecommunications and Information Administration (NTIA) to allocate broadband grants.
    • By accelerating the timeline, Wyoming rural and tribal communities will have better access to broadband grants which will help close the digital divide. I stand firm in believing that your zip code should not dictate whether or not you have access to high-speed internet. 

Committee Hearings:

  • In a hearing for the Environment and Public Works (EPW) Committee on the proposed Fiscal Year 2024 EPA Budget, I questioned US Environmental Protection Agency (EPA) Administrator Michael Regan about the absurd size of the EPA’s requested budget and raised concerns that the EPA’s new regulations will unfairly burden and punish small town water systems. Major Votes:

  •  Amendment #2 on S. 316, Senator Tim Kaine’s bill to repeal the 1991 and 2002 authorizations for use of military force (AUMF) against Iraq.
  • Opposed
    • The amendment would have prevented American armed forces from going after terrorists like ISIS leader Abu Bakr al-Baghdadi. While it is important to reclaim Congress’ constitutional authority to declare war, we must do so while still allowing the U.S. military to defend our nation from those who threaten our homeland.   
WORKING IN WYOMING

  • I joined Larry Kudlow on Fox Business to discuss a recent proposal by the United Nations to completely eliminate fossil fuels which would kill Wyoming jobs and increase energy prices for people all over the United States. Instead, we should be focused on maximizing our energy production to achieve energy independence and cement America as a global leader in energy exports.

Working for Wyoming:

Households across Wyoming have seen the devastating impact of President Biden’s Green New Deal inspired agenda since he took office. The United Nations’ secretary general this week suggested that the radical environmental agenda is not going far enough and that fossil fuels must be completely eliminated. 

I absolutely will not let this insane proposal become reality. It would be devastating to our state and would cause energy prices across the country to skyrocket. Wyoming energy workers know that our coal, oil and natural gas is the cleanest in the world and that the best thing for the environment is more American energy not less. I will always work for you and defend the Wyoming way of life in Washington.  

News Around Wyoming:

Winter has taken a brutal toll on Yellowstone National Park's bison population. In a press release, the Buffalo Field Campaign reports that Yellowstone could see at least 25% decrease in the bison population this year.   
 
This winter's heavy snows have only increased the chances of a reduced population. Snowfall has piled into dangerous drifts obstructing the natural migration paths of bison. As a result, the herds have started migrating along busy highways - easier to traverse but exposing the bison to traffic.
 
Managing the grizzly population in Western states like Wyoming has always been controversial.  Everybody wants bears to be healthy and populate the area. 
 
At the same time, the area can only handle so many bears at once.

EDA Publishes Public Works and Economic Adjustment Assistance Notice of Funding Opportunity
The Economic Development Administration (EDA) has published a new Fiscal Year (FY) 2023 Public Works and Economic Adjustment Assistance (PWEAA) Notice of Funding Opportunity (NOFO).  
The FY23 PWEAA NOFO outlines application submission requirements and review procedures for applications received under EDA’s Public Works and Economic Adjustment Assistance (EAA) programs. The Public Works program provides resources to meet the construction and/or infrastructure design needs of communities to enable them to become more economically competitive. 
Supported activities under EDA’s EAA program include construction and non-construction such as construction or upgrading of public infrastructure, sectoral partnerships for workforce training, design and engineering, technical assistance, economic recovery strategies and capitalization or re-capitalization of Revolving Loan Funds (RLF). 
There are no application submission deadlines and applications will be accepted on an ongoing basis.

WYOMING SHOUT OUT
Everyone has someone who changed their life and molded them into the person they became. For so many of us, that person was a teacher. Teachers go above and beyond what is asked of them and work hard to change their students' lives, often with little or no recognition. The Presidential Award for Excellence in Mathamatics and Science Teaching (PAEMST) is the highest recognition that K-12 mathamatics, science or computer science teachers can receive. Each year 108 of America’s best teachers are honored by the White House. I am excited to say that four Wyoming teachers were chosen as finalists this week: Thermopolis Middle School Seventh Grade Math Teacher Emmy Hergert, Cheyenne East High School Math Teacher Rick Simineo, Douglas Middle School Science Teacher Charity Penn and Hot Springs County High School Physics, Environmental Science and Earth Systems/Space Science Teacher London Jenks. I am so proud to see their selfless dedication applauded. I hope their humble excellence is inspiring to others.
