Note from the Chairman

As this week draws to a close, it also marks day three of Lent. As we prepare for Easter, we remember the love God has shown us through his only Son, Jesus Christ.

Reflecting on the last several months, I cannot help but hope we can offer one another some extra grace - and yes, this includes me. My hope is that we can refocus and remind ourselves regularly that so much of our important work is accomplished with volunteers who truly love our Kansas Republican Party.

Right now I am asking you to join me in solely focusing on the future and leaving the past in the past.

The Republican big tent is huge and there's a lot of room for differing ideas provided we all agree on the KSGOP Platform.

To be clear, I am 100% committed to leaving history where it belongs and this is a two-way street. As such, I am asking everyone who has been critical of others within the KSGOP to take the opportunity - and to offer that same opportunity - for others to also receive grace and forgiveness. To that end, I will lead this effort with this: I apologize to those within KSGOP who have felt attacked or put-upon by me, including Mike Kuckelman, Kim Borchers and Mark Kahrs, and any others. My apology is sincere.

I hope moving forward we can work as a team to move the business of the KSGOP forward with the good of our party always top of mind.

It’s been a very busy week at the KSGOP!


Office Manager

Many of the KSGOP office systems and processes were developed, worked on and implemented to make the KSGOP function more like a business. Marty Bohannon, KSGOP Office Manager, started her new position this past Wednesday and we are well on our way to operating more smoothly and efficiently.

Executive Director

Dakotah Parshall has been very busy working with the RNC, WinRed (fundraising platform), our accounting and compliance companies, negotiating data management platforms, talking with various Republicans and groups and generally preparing the office for regular business operations. Much was accomplished on all fronts.

Chairman

Chairman Brown has been busy busy talking with Republicans across Kansas. The topics have included unity, moving the business of KSGOP forward/looking to the future and, of course, fundraising. Mike has also made calls encouraging all Republicans to consider and/or recruit other Republicans across Kansas to run for open or Democrat-held school board seats or city council seats later this year. The reception has been strong and enthusiastic. We are expecting a strong showing of Republicans in local elections this year!


RNC Update on Presidential Debates

The Republican National Committee (RNC), via RNC Chair Ronna McDaniel, has notified us of the first Republican Presidential Debate.

Here is the email Chairman Brown received yesterday afternoon from the RNC:

Dear Members,

The Standing Committee on Presidential Debates has been hard at work over the past two days reviewing RFPs from organizations interested in hosting a primary debate, as well as handling other various committee business.

Earlier today, the Committee voted to host the first primary debate in August in Milwaukee, WI to coincide with the RNC Summer Meeting. At this time, no other debates have been sanctioned, nor has the final criteria for the first debate been decided. The Committee will continue its work and will release updates as they become available.

I want to thank Chairman Dave Bossie and Co-Chairman Anne Hathaway for their tireless work throughout this process, as well as the whole committee over the past two years for their dedication to both fair Primary and General election debates. We have a long way to go, but I am confident we will be able to showcase our eventual nominee in a world class fashion.

KSGOP Standing Committees

As the KSGOP Chairman I have the responsibility of organizing several Standing Committees. Below you will find the names of those committees and a brief description of responsibilities. If you are interested in serving on a Standing Committee, please email your interest to: [email protected] (mailto:[email protected]) and make sure to put the name of the Standing Committee for which you are interested in the subject line.

The KSGOP has the following Standing Committees and the following standing committees shall operate in the manner prescribed.

Budget Committee:

The Budget Committee shall be comprised of the Officers of the State Committee (as defined by Article VII(A) of the Kansas Republican Party

Constitution) along with one additional member appointed by the state chair.

The state chair shall appoint one of the members as chair.

The committee shall be responsible for the preparation of a draft budget for each year to be approved by the Executive Committee and after approval shall provide oversight to ensure that expenditure limitations contained in the budget are met.


Resolutions Committee:

The state chair shall appoint a Resolutions Committee comprised of at least two (2) and no more than three (3) members per Congressional District.

The state chair shall have the authority to appoint the chair of the committee and to set

rules governing the committee not in conflict with these bylaws

Proposed resolutions, other than memorial, may be no more than three hundred (300) words long and must be submitted to State Party Headquarters and/or the chair of the Resolutions Committee at least thirty (30) days before the nearest scheduled state committee meeting.

The resolutions committee may

(i) Approve a proposed resolution and pass it to the state committee for a

(ii) Amend a proposed resolution and pass the amended resolution to the statecommittee for a vote or

(iii) Reject a proposed resolution, in which case a two-thirds vote of the state committee is necessary for the proposed resolution to be but before the state committee for a vote.

Action by the Resolutions Committee shall be distributed to all members and alternate members of the state committee at least ten (IO) days before the state committee meeting.

Resolutions not received by State Party Headquarters and/or the chair of the Resolutions Committee at least thirty (30) days before the scheduled state committee meeting may be

considered by the Resolutions Committee in advance of the closest scheduled state

committee meeting or held for a future meeting upon an affirmative majority vote of all Resolutions Committee members, whether present or not.

If the Resolutions Committee decides to take action on a proposal submitted after the deadline they are empowered to recommend, modify or recommend rejection of any resolution and shall provide copies of their action to all members and alternate members of the state committee at the earliest possible time.

Resolutions may be proposed by any member ot the state committee, by any county or district Republican party, any standing or special state party committee or by any auxiliary Republican organization.


Rules Committee:

The state chair shall appoint a rules committee comprised of at least two (2) and no more than three (3) members per Congressional District.

The state chair shall have the authority to appoint the chair of the committee and to set rules governing the committee which are not in conflict with these bylaws.

The Rules Committee shall be responsible for drafting rules for all state committee meetings, recommending alterations to the bylaws and constitution and drafting other rules as requested by the state chair, executive or state committee.

The committee shall be vested with the authority to resolve all rules disputes and questions, and to ensure adherence to all party rules and, if requested, issue opinions or interpretations of

rules.


Platform Committee:

The state chair shall appoint a platform committee comprised of at least two (2) and no more than four (4) members per Congressional District.

The state chair shall have the authority to appoint the chair of the committee and to set rules governing the committee which are not in conflict with these bylaws.

The committee shall draft a party platform in accordance with Article 4(F).

Said platform must be submitted to all members of the state committee by first class postage or by e-mail, if available, a minimum of fourteen (14) days before consideration by the state committee.
