As a result of a complaint filed with the Illinois State Board of Education, Chicago Public Schools (CPS) has committed to ensure that preschool-aged children with disabilities can receive bussing to, from, and between their home, their CPS school and the community-based preschool they attend.


Transportation services will be available to children who attend community-based early childhood programs and who are required to attend a CPS school to receive their special education services. A community-based preschool can include a Head Start or child care program. The route each day must be the same, but the route can be anywhere within the City of Chicago.

This commitment is an important policy change for thousands of our youngest children with disabilities in Chicago.


We encourage families and early childhood programs needing to arrange transportation services to reach out to the Office of Diverse Learner Supports and Services at

form will need to be completed and submitted to the CPS school where the special education services are provided. For children currently going through the special education evaluation and eligibility process, transportation should be considered when the IEP is developed.
