Environmental Review of the Otter Tail to Wilkin Carbon Dioxide Pipeline Project

The Department?s Energy Environmental Review and Analysis (EERA) unit is seeking a contractor (who may engage subcontractors) to assist EERA staff prepare an environmental review document and assist during the permitting process for the proposed Otter Tail to Wilkin Carbon Dioxide Pipeline Project (project). The project is an approximately 28-mile, four and one-half inch diameter carbon dioxide pipeline proposed to be constructed in Otter Tail and Wilkin Counties. The project is part of the larger Midwest Carbon Express Project (MCE Project). If permitted, this project would result in new carbon dioxide pipeline being constructed in Minnesota.

The project requires a route permit from the Public Utilities Commission (Commission). This approval must be issued by the Commission before construction of the project may begin. EERA staff conducts environmental review on behalf of the Commission. Staff must evaluate the human and environmental impacts of the project by preparing an environmental review document. The environmental review document will become part of the record upon which the Commission makes its routing decision.???

The purpose of the environmental review document is to evaluate and disclose information about the potential environmental effects of the project and any alternatives. The document will assess and analyze the potential impacts associated with construction and operation of a carbon dioxide pipeline through Minnesota. The document does not provide a decision on whether the project will be constructed but is used by the Commission to inform decisions on whether to issue or deny permits and to identify measures necessary to avoid or mitigate adverse human or environmental effects.

A Request for Proposals (RFP) and required forms are available to view and download on the Minnesota Department of Commerce?s RFP website at [link removed] through the submission deadline.

Proposals must be submitted by "no later than" December 19, 2022 at 5:00 PM Central Time. Proposals must be submitted to [email protected]*. *Instructions for submitting proposals are detailed in the RFP. *Late proposals will not be considered.*

This request does not obligate the State to complete the work contemplated in this notice.? The State reserves the right to cancel this solicitation. All expenses incurred in responding to this notice are solely the responsibility of the responder.
