John, there has been the unnecessary torture and killing of animals since 1938, when the FDA mandated that all new drugs have to be tested on animals for toxicity to humans.

We’ve long since come to realize that this is unnecessary and in fact, not a proven predictor of how a drug will affect humans. We have new, more modern scientific ways of conducting pharmaceutical clinical trials that don’t involve killing animals and can better protect humans from unsafe drugs.

I’m proud to say that the Senate just passed my FDA Modernization Act , which ends the unnecessary and harmful practice of forcing companies to test on animals.

It will not only help to get rid of undue, burdensome regulations for companies engaging in practices that are not necessary, it will save thousands, if not hundreds of thousands, of animals from being tortured and killed and better affirm human health.

Many of you know how near animal welfare is to my heart — and how it is inextricably tied to many of the major issues we’re still working in the Senate to solve.

From the factory farms that compromise both animal and human health for the sake of profit to Big Ag monopolies harming our environment and small family farmers, we’ve got a lot of work to do.

But the FDA Modernization Act is a major step, and I’m urging the House to pass our legislation before this session of Congress ends.
