The Minnesota Department of Commerce Division of Energy Resources requests proposals from qualified organizations or individuals interested in conservation applied research and development (CARD) projects that accelerate the development and adoption of new energy efficient technologies and innovative program strategies in Minnesota. The information obtained from this effort is intended to inform electric and natural gas utility Conservation Improvement Program (CIP) development and state energy policy.

This Request for Proposal (RFP) process consists of two stages.? _Stage 1:_ Notice of Intent to propose for CARD General Topics RFP.? _Stage 2:_? Full proposal submission. To ensure Responders understand and appreciate what will ultimately be required of a full proposal, the RFP provides complete information on both stages.

The comprehensive RFP for "_both_" stages and required forms will be available on the Department?s RFP website [link removed] through the deadline of Friday, March 10, 2023 5:00pm Central Time. ?Please note, the Department is using a new cloud-based submission portal for these applications. A link to the submission portal, and a "Submission Portal Step-by-Step Applicant Guide" is provided at the end of the notice on [link removed].


* *October 7, 2022:*" Stage 1: Notice of Intent (NOI) to propose, must be submitted via the new cloud-based submission portal. Submissions must be received by the Department no later than 5:00 p.m. CT, Friday, October 7, 2022. "*Late NOIs will not be considered. *"Only Responders submitting a NOI may submit a full proposal."
* *March 10, 2023:* "Stage 2: Full CARD Proposals must be submitted via the same cloud-based submission portal no later than 5:00 p.m. CT, "Friday, March 10, 2023". "*Late proposals will not be considered.
