Biden Administration Declares Monkeypox Public Health Emergency
 
On Aug. 4, the Biden administration declared a public health emergency (PHE) [ [link removed] ] due to the rapid spread of monkeypox. More than 7,100 cases of monkeypox have been confirmed in the United States since May 18. The PHE allows additional funding to be released and quickly allocated to states for testing and treatment of monkeypox.
 
On July 23, the World Health Organization declared that monkeypox was a public health emergency of international concern [ [link removed] ] —its highest-level warning—after confirmed outbreaks in about 70 countries where the virus has not historically spread.
 
The Biden administration is taking a three-pronged approach to addressing the spread and treatment of monkeypox in the United States. In addition to the PHE, the administration has also appointed [ [link removed] ] Robert Fenton as the White House National monkeypox Coordinator and Demetre Daskalakis, M.D., M.P.H., as Deputy Coordinator. The coordinators “will lead the administration’s strategy and operations to combat the current monkeypox outbreak, including equitably increasing the availability of tests, vaccinations, and treatments.”
 
Additionally, the Food and Drug Administration (FDA) is considering ways to address the shortage [ [link removed] ] of the monkeypox vaccine. The head of the FDA said the agency is exploring a strategy that involves injecting a smaller dose of vaccine in the upper layer of the skin, according to the New York Times [ [link removed] ] . The strategy could turn a one-dose vial of the vaccine into up to five separate doses.
 
ADEA will continue to monitor the Biden administration’s response to the monkeypox outbreak. Additional information about monkeypox can be found on the Centers for Disease Control and Prevention’s website [ [link removed] ] .

Senate Passes the Inflation Reduction Act
 
The Senate has passed a major piece of legislation that will reduce the federal deficit by more than $200 billion over the next decade. There are two health care-related provisions included in the measure. The extending of enhanced premium tax credits created under the American Rescue Plan [ [link removed] ] will bring down costs for three years for the millions of Americans who rely on Affordable Care Act [ [link removed] ] health care plans, which may include oral health coverage.
 
The other provision would allow the Secretary of Health and Human Services to negotiate drug prices in Medicare and would cap seniors’ out-of-pocket costs at $2,000 per year. The bill now goes to the House of Representatives where House Speaker Nancy Pelosi (D-CA) has stated that she will bring the body back into session sometime in August to vote on the bill.

Hope for Medicaid Expansion in North Carolina, Despite Differences in House and Senate Proposals
 
Both chambers of the North Carolina General Assembly have passed legislation that would expand Medicaid for state residents to include individuals who earn under 138% of the federal poverty level. Although significant differences [ [link removed] ] between the two bills exist, advocates in the state remain hopeful an agreement [ [link removed] ] can be worked out.
 
Legislation passed by the state’s Senate, include plans to reduce certificate of need requirements and increase autonomy for some mid-level providers. Those policies are not in the version passed by the state’s House of Representatives. While an agreement may not happen until next year, Republican interest in the proposals is significant as most Republicans in the state have traditionally opposed Medicaid expansion.
