** Bipartisan Billions

Last week, after 167 days of session and three very long nights, we reached two major milestones at the legislature: a budget compromise and the creation of the $1B Water Infrastructure Finance Authority.

See the details below.


** Budget - but make it bipartisan
------------------------------------------------------------

While there are items with strong opposition in the budget, such as $300M for the border ‘fence’, Democrats were able to pull public education funding dollars up to a near high. Here are the highlights of the education and community resource funding increases within the budget.

{Alongside the budget, Universal ESA (vouchers) were passed. This policy was something our education legislators on both sides of the aisle were previously opposed to due to the lack of oversight, means testing, and financial implications. It is estimated $1B of taxpayer money will now be used to fund private and charter schools. More to come on this program in the next newsletter……}


** All eyes on AZ
------------------------------------------------------------

Solutions to our water crisis could not have been presented any sooner. Federal officials have given the seven Western states until August to figure out how to conserve 2m - 4m additional acre feet of water. This finance authority will allocate funds to immediate conservation and long term augmentation.

{Happy to also update that my Rainwater Harvesting bill (HB2812), which was a $1M conservation incentive program, helped transform what eventually became the $200M water conservation fund. Now all Arizonans will be able to collect and reuse rainwater for free!}
