U.S. Surgeon General Releases Recommendations for Addressing Health Care Worker Burnout
 
U.S. Surgeon General Vivek Murthy released new recommendations [ [link removed] ] for addressing burnout and other factors contributing to shortages. The recommendations focus on not only what the health care sector can do, but also what the whole of society can do to address these issues.
 
Recommendations include eliminating punitive policies for seeking mental health and substance use disorder care, providing suggestions on how to transform workplace culture to empower health workers and be responsive to their voices and needs as well as investing in public health and the public health workforce.
 
The recommendations are in support of and in alignment with the Biden-Harris administration’s Global Health Initiative that was announced [ [link removed] ] in early May. The Global Health Initiative acknowledges the importance of a strong health care workforce and is charged with developing “a global health workforce plan, to accelerate [the administration’s] contributions to the Sustainable Development Agenda and investments in health and care workers.”

Faculty Loan Repayment Program Accepts New Applications
 
The Department of Health and Human Service’s (HHS) Health Resources and Services Administration is now accepting applications for the Faculty Loan Repayment Program. The program helps decrease the economic barriers associated with pursuing careers as academic faculty. It also provides loan repayment assistance to eligible faculty members serving at academic institutions who face economic and environmental challenges.
 
To be eligible, applicants must:
 • Be a U.S. citizen (either U.S. born or naturalized), a U.S. national or lawful permanent resident,
 • Be from an economically or environmentally disadvantaged background,
 • Hold a degree or certification in an eligible health profession and
 • Be employed as faculty at an eligible academic institution.

The application deadline is Thursday, June 30, at 7:30 p.m. ET.

New York Bill Would Make Changes to Residency Requirements
 
Both chambers of the New York State Legislature have voted in favor a bill [ [link removed] ] that will remove a requirement for residency programs to be clinically based. In New York, individuals who wish to be licensed as dentists must complete a one-year residency before becoming eligible to receive a license [ [link removed] ] . Currently, those programs must be clinically based, but if signed into law, this bill would allow other types of residency programs to fulfill the requirement for licensure.
 
Justification for the bill states that the existing one-year clinical requirement excludes “well-recognized accredited dental residency programs in oral medicine, orofacial pain, and dental public health” that are deemed not to be purely clinical.

Colorado May Expand Preceptor Tax Credit
 
The Colorado General Assembly has sent a bill [ [link removed] ] to Gov. Jared Polis (D) that would expand the state’s preceptor tax credit. Under current law, certain health care professionals, including dentists who work in a rural or frontier areas, are eligible for a tax credit up to $1,000, when providing an uncompensated preceptorship that meets specified requirements. If signed into law, the bill would:
 
 • Make dental hygienists eligible for the tax credit,
 • Expand the number of eligible practitioners from 200 to 300,
 • Extend the period for which the tax credit may be claimed from 2023 to 2033 and
 • Expand who may participate in a preceptorship to include individuals matriculating at any accredited Colorado institution of higher education, who are seeking a degree or certification in a primary health-care field.
