Last week, I testified before officials of the Environmental Protection Agency on their latest proposed policy update—strengthening the "Good Neighbor" provision of the Clean Air Act to help clean up dangerous ozone pollution. Here's why this is such a big opportunity. The proposed Cross-State Air Pollution Rule is a common-sense solution to the fact that pollution from one state can impact air quality in another. It calls for upwind states to limit their pollution to protect people in the downwind states.

This policy update is groundbreaking. It would improve the rule's reporting of pollution from current sources, expand the rule's scope to cover more sources of pollution, and expand the rule's coverage to even more states, including California, Nevada, Utah, and Wyoming.

By 2026, the proposal would provide up to $18 billion in annual benefits for the U.S. It would prevent up to 1,000 premature deaths, avoid 2,000 hospital and emergency room visits, and avert 1.3 million cases of aggravated asthma every year.
