Dear Friend,

It’s been two years in the making, we’re finally here!

Today, we’re making history. We’re so excited that we can finally share with you our new campaign, “All Hands In,” and the introduction of the Nail Salon Minimum Standards Council Act.

As part of the New York Healthy Nail Salons Coalition, we’re joined by New York State Senator Jessica Ramos and Assemblymember Harry Bronson, and Steering Committee partners NYCOSH and Workers United, in introducing this unique bill to the New York State legislature. The first of its kind in the entire country for the nail salon industry, the Nail Salon Minimum Standards Council Act would create a nail salon industry council made up of workers, employers, and government officials - quite literally - creating a seat at the table for workers.

What the bill proposes:

The council will have broad powers to establish new workplace standards for all nail salons in New York, including on issues such as wages, scheduling, paid time off, and training. In an even more innovative move, the bill proposes to also convene a price minimum committee of economic experts who will recommend a new minimum pricing model for the state to raise the floor for both workers and employers alike.

This bill has been a labor of love for the past two years. We’ve spoken with worker centers, labor partners and legal experts across the country to understand sector-wide approaches to similar low-wage industries.

Most importantly, our worker members have been at the center of it all - from creating the concept, to shaping the text and the bill introduction today.

Our members have struggled through pandemic losses, endless business shutdowns, colossal industry shifts, childcare crises and heightened exposure to COVID.

Through struggle they have organized to create this essential piece of legislation that could revolutionize the industry. Together with our members, we’re ready to take this across the finish line. And we’re not alone.

The New York Healthy Nail Salon Coalition has expanded from our steering committee of three into a broad statewide coalition of labor and immigrant worker advocacy organizations. Join us so it’s All Hands In. If your organization is interested in joining the coalition, contact [email protected] and donate to help grow the campaign.

In solidarity,

Pabitra Khati Benjamin,
