GET READY! YEAR 2022 IS FINALLY HERE! GET READY!

What a finish to our Republican Candidate filing ending Monday December 13 for the 2022 Republican Primary Election, with three more local candidates filing the final day & hour! These candidate names and contact information were posted to the Texas Secretary of State website under “Candidate Information” and “Current Election Information” on-time. We will have four local contested races and a total of 14 contestants, which involve Precincts 2 & 4.

County Commissioner Precinct 2 – two candidates
County Commissioner Precinct 4 – seven candidates
Justice Of The Peace Precinct 4 – three candidates
Constable Precinct 2 (unexpired term) – two candidates

The best news is no Democrat candidates have filed locally, not even their Democrat County Chair. With so many candidates, the Primary Run-off will be held on May 24. Therefore, whoever wins the local Republican Primary will be sworn into office in 2023.

Texas Election Code 52.094 requires the order of the candidate names on the ballot to be determined by holding a drawing, within 10 days of the last day of candidate filing. This ensures a fair election, because voters whom do not know anything about the candidates, tend to choose the first one. However, there are 254 counties in Texas that must submit their candidate filings to the Texas Secretary of State within 7 days, as well as the multi-county (statewide) candidates filed with the Republican Party Of Texas. The State Party Chair must certify these candidates and communicate them to the County Chair by the ninth day December 22. (From my experience, the State Party certified list of state candidates always comes on their deadline ninth day). The County Chair must post 24-hour notice and hold a meeting to draw the order of the candidate names on the ballot by the deadline tenth day December 23.

The “Drawing For Candidate Name Order On Ballot” meeting was held at 6:30pm Thursday evening December 23 at Republican Headquarters, before a full capacity standing-room-only crowd. Photos are provided by Bill Carson. Members of the County Executive Committee drew the candidate names from a bowl for the ballot numerical order from Congress to Constable. The ballot order results are shown on the www.navgop.org website under the “Your GOP” tab for Local Candidates and Statewide Candidates. For the May 24 Primary Run-off, the candidate name order will be the same, and there will not be a second drawing.

District-wide, there are no Democrat opponents for U.S. Representative District 6 nor Texas State House District 8. However, Texas State Senate District 2 will have a Democrat to run against Bob Hall. Re-districted Congressional District 6 and State Senate District 2 include parts of Dallas County, so we must make our votes be heard.

The Republican Party Of Navarro County will hold its first County Executive Committee meeting of the year at 6:30pm on Monday evening January 10, 2022, at Republican Headquarters, 111-B West Third Avenue in downtown Corsicana. Social begins at 6:00pm. The 2022 Republican Primary Election local candidates in competitive races will present introductions of their backgrounds, why they are running for office, and their goals if elected. Maximum of four minutes each. No questions to be taken from the floor, but attendees can ask questions individually afterwards. All registered voters are welcome to attend.

The Republican Party Of Navarro County is hosting a Candidate Forum on Thursday evening January 27, 2022 beginning 6:30pm at the Corsicana Opry & Event Center, 215 East Fifth Avenue in downtown Corsicana. Candidates may arrive at 5:00pm to set-up tables. Doors are open at 5:30pm when attendees can submit questions to the moderator Republican candidates in the March 1, 2022 Primary Election competitive races (or their representatives) will take the stage, one group at a time according to the political office they are seeking, to answer questions posed by the moderator.

Candidates must pay a $ 50 participation fee to speak on stage and/or set-up a table display, so we can cover our costs of the Corsicana Opry facility. Checks are made payable to the Republican Party Of Navarro County and mailed to: PO Box 1272, Corsicana Texas 75151. Or, they can RSVP with County Chair Steve Jessup and bring their money with them. There is no charge to the public.
Since not everyone lives in Precincts 2 & 4, I have invited statewide and districtwide candidates to the Forum. The following candidates have confirmed:

Although re-districting maps have been approved by the Governor on October 25 and the Navarro County Commissioners have approved specific precinct boundaries on November 8, the State Legislature extended the Precinct Chair filing period. Senate Bill SB13 states that Precinct Chair filing will be temporarily suspended at 11:59pm on Wednesday evening of December 1, to provide time for Precinct Chair applications to be verified that the candidates are a resident of their re-districted precinct.

The Texas Secretary of State Advisory ADV2021-22 announced the second Precinct Chair filing period to be held Saturday January 15 thru 6:00pm Saturday February 12. Hence, I cannot accept Precinct Chair filings until that time. If there are contested races, the Precinct Chair election will be held Tuesday May 24, 2022, the same date as the Primary Run-off Election.

Ten Precinct Chair candidates have filed so far. If you are interested in running for a Republican Party of Navarro County Precinct Chair position OR would like to continue serving, you can request a filing form by E-mailing [email protected] (mailto:[email protected]) or by appointment at Republican Headquarters. I plan to be at Republican Headquarters on the first day of the second Precinct Chair filing period on Saturday January 15 to receive filings.

Precinct Chairs are responsible to identify, register, communicate, and turn-out voters. The Precinct Chair is a member of the County Executive Committee to vote upon local party issues. The Precinct Chair should hold their own Precinct Conventions.
The Republican Party of Navarro County www.navgop.org ([link removed]) website “Your GOP” tab shows the current Precinct Chair list. All Republican Precinct Chair positions are currently open for applications for the 2022-2024 two-year term.

All candidates whom have filed can be viewed on the Texas Secretary of State website. Pursuant to the October 11, 2021 meeting, Precinct Chair training will be held on Saturday January 22 from 10:00am to 3:00pm at Republican Headquarters. David Luther, trainer for the Texas Republican County Chairs Association (TRCCA) and Waller County Chair, will be the presenter. Donna Carter, Erin Page, and I attended this training on Saturday August 21 in Athens TX (Henderson County), which has been updated for the 2020 General Election and current political climate. Lunch will be provided.

If you recall during the past few election cycles, the Republican Party Of Texas was using the Advantage 3 smartphone app for block walking and phone banking. The RPT has switched to Campaign Sidekick, and I am currently receiving training to set-up accounts for all Precinct Chairs. I have requested Jefferson Lines, RPT Deputy State Director, to come the Precinct Chair training on January 22, also, to present the Campaign Sidekick app. Therefore, if you are a Precinct Chair, or desire to be a Precinct Chair, or volunteer for a political campaign, this training will be very beneficial for you.

I have attended the TRCCA Board Meeting and Training in Round Rock TX on November 20. County Chairs received Election Law Training and an opportunity to network with other County Chairs. Don Huffines, Dawn Buckingham, and Jon Spiers made campaign presentations. I will be going to San Antonio TX for additional Election Law Training with the Republican National Committee (RNC) on January 6, 2022.

The last day to register to vote in the 2022 Primary Election is Monday January 31.
If you desire to be a Volunteer Deputy Registrar, contact the Navarro County Elections Office at (903) 875-3330 to attend their VDR class on Friday mornings at 10:00am or set-up for an appointment.

It takes money to run a political party. Now, that we have begun a new year, we must clear our Contributor Board and start over. We request our contributors to renew their donations again. Our operations account pays for our Republican Headquarters building lease, maintenance, utilities, and insurance. We have four contribution levels:
$ 100 Roosevelt Sponsor – Member pin, Annual Display Board
$ 500 Eisenhower Sponsor – Medium member pin, Annual Display Board, Events recognition.
$ 1000 Lincoln Sponsor – Large member pin, Annual Display Board, Events recognition, Special seating at events.
$ 5000 Reagan Sponsor – Large member pin, Annual Display Board, Events recognition and VIP Table / Seating at events.

Please keep the Republican Party of Navarro County strong throughout 2022, so we can maintain our presence in our community. The Republican Headquarters is a valuable resource for the local party, as well as the Navarro County Republican Women’s club. I was able to recruit volunteers for Election Judges and Election Clerks, because they either called into Headquarters or came in-person. As a result, Republicans will be represented as poll workers to ensure a fair election in Navarro County.

Election workers for the March 1, 2022 Republican Primary Election will begin training in January. We have enough people, but as we learned in the November 2, 2021 State Constitutional Amendment Election, emergencies can happen in our COVID world, so we are always in need for more election workers. One must be trained to work each election. If you are interested in becoming an election worker, please contact me or Bill Carson.
