Susan Collins wants to have it both ways. She wants to label herself an "independent voice," but she consistently falls in line behind Mitch McConnell and Donald Trump. Time and time again, she's put their agenda ahead of Mainers, like she did when she cast a deciding vote for Trump's nominee, Brett Kavanaugh.
