Tomorrow marks 35 years since President Ronald Regan signed the Immigration Reform and Control Act (IRCA) into law.

The Immigration Reform and Control Act allowed immigrants who had entered the country before January 1, 1982 and those who were employed in seasonal agricultural jobs for a minimum of 90 days before May 1986 an opportunity to apply for green cards and ultimately, become U.S. citizens.

IRCA, which legalized almost 3 million immigrants at the time, was the first and most comprehensive revision of U.S. immigration legislation in decades - and it has been the only significant immigration law to allow undocumented immigrants to stay legally since then.

In the 35 years since, there have been changes to immigration law and different policies that have been implemented, but none as significant as IRCA.

It is time for that to change. It is now the year 2021 and Congress must pass immigration reform this year.

President Joe Biden’s Build Back Better bill, which includes immigration permits for as many as 7.1 million undocumented immigrants, is set to be taken up for a vote any day now.

Not only is passing immigration legislation the right thing to do, it’s what the majority of Americans support.

According to a recent Gallup poll, Americans are more pro-immigrant today than they were 20 years ago with 75% saying immigration is a “good thing” in 2021 compared to just 62% in 2001.

Last year, Joe Biden and Democrats promised they would get it done if they got elected. Now they are the majority in the House and the Senate and control the White House. No more excuses.

Immigrants that have built their lives in the United States and who contribute billions of dollars to our economy and to our communities cannot wait any longer.

Our country will prosper when we legalize immigrants who come and choose to live and work here.

Those who benefited from IRCA in 1986 increased their educational achievements, fell less into poverty and improved in home ownership and have made incalculable contributions to this country.

35 years and 5 presidents later, it is time for the U.S. to update its immigration system. We can't wait any longer.
