Back in 2001, I was the only member of Congress to vote against the AUMF in the wake of 9/11. The 2001 and 2002 AUMFs were consequently used by Presidents to wage forever wars — resulting in a military presence in the Middle East that we still see remnants of today, well beyond the scope Congress intended. Last Congress, the House passed a repeal of the 2002 AUMF, but the effort died in the Republican-controlled Senate. This year is different: Democrats have the votes to pass the repeal in the Senate and the Biden administration even announced their support. Repealing the 2002 AUMF won’t be the end of this journey. This act alone will not end forever wars, and we can still do more to rein in presidential war powers. Once we repeal the 2002 AUMF, we must also sunset the 2001 AUMF and continue scaling back the use of military force. But tomorrow is a critical first step. Thank you for lifting up your voice.
