Tuesday marks the 19th day that the Biden administration's $2.3 trillion infrastructure plan has sat in Congress. The first portion of the plan, coined the “American Jobs Plan,” consists of proposals focused on broadband, clean water, transit and more. The second portion, the “American Families Plan,” is focused on child care and education, with more details to be released ahead of Biden’s first address to Congress on April 28. Axios: Biden's tax-the-rich plans. President Biden in the next few days will unveil eye-popping new tax rates for the wealthiest Americans —a top marginal income tax rate of 39.6% and a capital gains rate of 43.4%.

Wall Street Journal: GOP Senators Release Outline of $568 Billion Infrastructure Plan. A group of Senate Republicans released the outline for a $568 billion infrastructure plan, putting out a GOP alternative to President Biden’s $2.3 trillion plan as lawmakers seek a bipartisan compromise on the issue.

Fox News: Manhattan DA stops prosecuting prostitution, Rep. Malliotakis calls decision 'offensive to women'.  Prostitution has been illegal in New York City since the Dutch walked the streets of then-New Amsterdam in the 17th- century, but on Wednesday Manhattan District Attorney Cyrus Vance announced he will no longer prosecute prostitution cases.

The Hill: Female Republicans 'horrified' by male GOP lawmaker's description of Cheney: report.  Three weeks after GOP Rep. Liz Cheney (Wyo.) said she would vote to impeach former President Trump, a barrage of her male colleagues lined up to criticize her during a conference meeting.
