Last month’s American Rescue Plan -- passed by Democrats and signed into law by President Biden -- was one of the boldest pieces of legislation in modern history. And it’s one that I’m so proud to have worked on.

The American people support it overwhelmingly for what it’s done to distribute vaccines, send direct cash relief to millions of Americans, lift kids out of poverty, and make incredible investments in education, mental health, local governments, and more.

But another area that is so important to talk about is how the American Rescue Plan supports small businesses -- the engine of our economy -- who have faced massive challenges throughout the pandemic.

This spring, I’ve spent a lot of time traveling across Virginia to see how small businesses have grappled with the pandemic. Just last week I spent six days on the road along Route 58, visiting 16 towns and talking with business owners and workers about their experiences. I heard one thing time and again: It’s been a tough year for everyone, but we banded together to find solutions and support one another.

So many businesses have had to close their doors as a result of the pandemic, despite their communities rallying around them. Others have had to cut back or lay off employees. And plenty have had to get really creative about how they’re supporting workers. But even though our local businesses have shown great resilience and strength, they need real support from us in order to thrive -- so the American Rescue Plan is here to help. Here are a few highlights of what it does for small businesses:

$7.25 billion toward the paycheck protection program: These funds offer forgivable loans to small businesses who use at least 60% of the funds to support payroll expenses.

$10 billion toward the State Small Business Credit Initiative: These funds help state governments leverage private capital and make low-interest loans and other investments to help their small business economies recover.

$28.6 billion into a new Restaurant Revitalization Fund: This fund will provide relief grants to small and mid-sized restaurants that have been struggling throughout the pandemic.

$15 billion for Economic Injury Disaster Loan Advance Grants: These will be given to small businesses in underserved areas, especially those that are minority-owned.

These are just a few of the most important ways this bill will help small businesses in Virginia and around the country. And as we begin to see light at the end of the tunnel, I’m hopeful about the future and excited to see our small business community recover and grow even stronger.
