The Helms Amendment restricts access to healthcare across the world, purposely targeting the most vulnerable — with deadly results. To restore science and compassion to U.S. foreign assistance, we must pass the Abortion is Health Care Everywhere Act , which would repeal Helms and allow the funding of comprehensive reproductive healthcare, including abortion care, internationally.

For nearly 50 years, the Helms Amendment barred U.S. foreign assistance funds from being used for abortion care. This means that people around the world are regularly denied the essential care they need when they need it most.

❌ undermines reproductive freedom.


What the Abortion is Health Care Everywhere Act would do:
