Gaming companies seeking a foothold in Virginia have invested more than $2 million to back Nov. 3 ballot initiatives ([link removed]) in four Virginia cities. The only money raised to block a local casino referendum came in Norfolk, where a competitor is seeking to block a bid by the Pamunkey Indian Tribe.
