Trump’s COVID-19 diagnosis wasn’t just a horrific example of his inability to get a handle on this pandemic – it was a Constitutional crisis in the making. The 25th Amendment is less than 400 words and has never been tested to its full potential. This legislation would allow independent, bipartisan experts to help Congress decide when and how to transfer presidential powers in the event a president is incapacitated.
