Donald Trump reiterated his claim over the weekend: If re-elected, he will move to cut off Social Security’s funding permanently.
Mitch McConnell supports this. Why? Because it creates a crisis, helping Mitch McConnell invoke the TRUST Act, a plan to fast-track cuts to Social Security and Medicare, that he introduced in his COVID-19 response bill.
Removing ALL of Social Security’s dedicated revenue, as Donald Trump proposes, would force Social Security to exhaust its $2.9 trillion trust fund in 2023. At that point, instead of being able to pay out 80% of promised benefits, Social Security would be utterly exhausted.

If he gets a second term, Trump would be fully unshackled from public accountability. He could foment a crisis in Social Security by doing exactly what he’s just done―instructing the IRS to stop collecting the payments into Social Security that workers are making with every paycheck.
At that point, he would have extreme leverage―we have long held that the payroll tax makes it so that as long as workers are contributing through FICA, there is only so much that benefits could be cut. But with Social Security’s dedicated revenue gone, Trump could force a choice between massive benefits cuts or the total destruction of Social Security. And the TRUST Act gives him the vehicle to ram that through over even a united Democratic opposition.
