The 2026 short session is underway, and we’re already seeing a dangerous Major Threat ( SB 1586 [[link removed]] ) to long-standing agreements and Oregon’s land use laws.
SB 1586 would open up 1,700 acres of world-class farmland, by expanding the Metro urban growth boundary into land protected as rural reserves and zoned exclusively for farm use. This land was explicitly safeguarded through a 2014 legislative settlement that every stakeholder agreed to honor known as the grand bargain [[link removed]] . In this exchange, Hillsboro received over 1,000 acres of farmland for industrial use. This bill breaks that promise and opens the door to another speculative land grab. Once this farmland is gone, it’s gone forever. And it’s not needed: Oregon already has thousands of acres of industrial land inside cities, including in Hillsboro.
