On February 3, Congress passed a funding deal to fund much of the government for this fiscal year. But funding for the Department of Homeland Security (DHS) was only extended through February 13. That deadline creates a rare moment of leverage: lawmakers in the House and Senate are right now negotiating over legislative guardrails to curb abuses by ICE and CBP.
As we have seen time and again across our country, DHS has permitted ICE to operate less like law enforcement and more like a paramilitary force with no accountability or legal boundaries. Further, it is no secret that once someone is detained by ICE, this Administration has no problem with sending them to a third country where they can be held in isolation, tortured or worse.
