NOTICE OF RULEMAKING Notice is hereby given that the Superintendent of the Bureau of Insurance will hold a public hearing on February 23, 2026 at 10:00 a.m. to receive comments concerning the repeal of Rule 160 Eligible Surplus Lines Insurers Summary Requirements for Eligibility Status to Transact “Export Lines” of Insurance Regarding Risks Resident Located or to be Performed in Maine and proposed Rule Chapter 161, Surplus Lines Insurers. The hearing will be held at the Department of Financial and Professional Regulation, Bureau of Insurance, 76 Northern Avenue, Gardiner ME, 04345. The rule will replace Rule 160 and update provisions relating to surplus lines insurers to reflect changes made in statute by PL 2025, Chapter 53 (LD 1837). The rule sets the standards and requirements for insurers issuing surplus lines insurance when this State is the home state of the risk that is insured.
