Rep. Boebert's Community Project Funding Requests Signed into Law Include:
Project: Plum Creek to Rueter-Hess Reservoir Pipeline
Organization: Castle Rock Water
Location: Castle Rock, CO
Amount Secured: $1,750,000
Project Description: The project involves building a 7-mile pipeline and pump station to transfer up to 1,000 acre-feet of renewable water annually from Plum Creek (including alluvial and reusable supplies) to Rueter-Hess Reservoir, enabling Castle Rock Water to store more sustainable water for drought resilience, peak summer/fall demands, and long-term supply reliability for over 200,000 people in Douglas County, while also enhancing the reservoir's recreational value. This helps Castle Rock transition away from over-reliance on non-renewable groundwater.
Project: Water Infrastructure Reconstruction and District Consolidation
Organization: Prairie View Ranch Water District
Location: Wiggins, CO
Amount Secured: $1,750,000
Project Description: This project will consolidate the Prairie View Ranch Water District and Morgan County Quality Water District, preventing the potential permanent loss of drinking water and fire protection services in Prairie View Ranch while delivering improved water pressure, supply, and fire suppression capacity to hundreds of additional families in the rural Hoyt area.
Project: Cobb Lake Regional Water Treatment Plant and Transmission Lines
Organization: Town of Severance
Location: Severance, CO
Amount Secured: $1,750,000
Project Description: This project will provide a reliable, redundant source of treated water to the Towns of Severance, Windsor, Eaton, the Fort Collins Loveland Water District, and potentially future rural Weld County towns, enhancing water supply security across the Northern Colorado.
Project: Wastewater Treatment Plant
Organization: City of Lamar
Location: Lamar, CO
Amount Secured: $1,000,000
Project Description: This project will construct a new mechanical facility featuring advanced secondary and tertiary treatment to significantly reduce nutrients before discharge into the Arkansas River, resolving the existing plant's 80% capacity reached in 2020 and meeting state-required expansion.
Project: Louviers Water & Sanitation District Drinking Water Distribution Replacement
Organization: Louviers Water & Sanitation District
Location: Louviers, CO
Amount Secured: $1,000,000
Project Description: This project will replace an aging, corroded galvanized steel drinking water system with 12,000 feet of new pipe, 86 service lines, and 15 fire hydrants. The project will provide cleaner water, adequate fire flows for the entire town of Louviers, Colorado, and support regional water initiatives in Douglas County.
Project: Water System Improvement
Organization: Town of Ovid
Location: Ovid, CO
Amount Secured: $1,000,000
Project Description: This project will replace aging water system components including well pumps, disinfection facilities, backup generator, transmission lines, an at-grade storage tank, eastern distribution mains, and all meters while abandoning the old elevated tank. These upgrades will add critical redundancy, prevent emergency boil-water orders during failures, and improve overall resiliency and public health safety.
Project: Kiowa Well Redundancy Project
Organization: Town of Kiowa
Location: Kiowa, CO
Amount Secured: $1,000,000
Project Description: The Town's water system relies on a single 66-foot alluvial well that cannot support future growth, fire protection, or state required redundancy, leaving residents vulnerable without a second well for reliability and resilience. Without funding, water rates would double across just 377 accounts while still limiting municipal expansion.
Project: Construction Reverse Osmosis Water Treatment Facility
Organization: City of Brush
Location: Brush, CO
Amount Secured: $1,000,000
Project Description: This project will construct a reverse osmosis treatment plant and new source well in Brush to treat high-TDS water from a new well, protecting the existing alluvial aquifer wellfield from declining quality due to increasing river recharge. This will enhance water resiliency, ensure sustainable supply for future growth, and support economic development by attracting new residents and businesses.
Project: City of Yuma – Streets, Water Line, and Drainage Improvements project
Organization: City of Yuma
Location: Yuma, CO
Amount Secured: $750,000
Project Description: This project will help the City of Yuma upgrade its severely aging street, water line, and stormwater infrastructure, which faces over $42 million in estimated street damage alone. The project will improve public safety, reduce road hazards and flooding, enhance utility reliability, and promote economic development in this small, disadvantaged rural community with limited resources.
Project: Town of Walsh Water System Improvement Project
Organization: Town of Walsh
Location: Walsh, CO
Amount Secured: $750,000
Project Description: This project will help the Town of Walsh finish its water system upgrades. This includes a new well, ion exchange treatment for nitrate and radium, modern controls, telemetry, and updated meters. This ensures compliance with drinking water regulations, protecting public health, reducing water loss, and supporting rural economic development in this drought prone area.
Project: SH 71 Corridor Improvements Project (Heartland Expressway)
Organization: Ports to Plains Alliance
Location: Transportation corridor stretching from south of Limon to the Nebraska state line along CO 71, encompassing the counties of Lincoln, Morgan, Weld, and Washington.
Amount Secured: $2,000,000
Project Description: The funding would be used to provide improvements to SH 71 on the Heartland Expressway High Priority Corridor. This project includes corridor reconstruction; shoulder widening; and safety, operational, and Intelligent Transportation Systems (ITS) components. Improvements to SH 71 will also divert truck traffic from I-25, increasing mobility and traveler safety. Revitalizing the corridor remains critical to safe, expedient travel in Colorado’s Fourth District.
This funding will directly benefit the residents of Lincoln, Morgan, Weld, and Washington counties located in Colorado’s Fourth Congressional District. This project will enhance traveler safety, expand highway maneuverability, and improve traffic flow.
Project: Highway 85 Widening Project
Organization: Douglas County
Location: Castle Rock, CO
Amount Secured: $500,000
Project Description: The funding would be used to reconstruct and widen the segment of US 85 passing through Sedalia and Castle Rock, CO. US 85 alleviates traffic congestion from I-25, provides a path for Fourth District residents and tourists alike, and remains a critical element of the national defense as part of the National Highway System.
This funding will directly benefit the residents of Douglas County, located in Colorado’s Fourth Congressional District. This project will decrease the potential for dangerous maneuvers, improve the safety of motorists experiencing mechanical issues, and decrease traffic on I-25.
Project: Windsor Colorado Blvd and Crossroads Blvd Intersection Improvements Project
Organization: Town of Windsor
Location: Windsor, CO
Amount Secured: $500,000
Project Description: The funding would be used to improve transportation connectivity at the intersection of Colorado and Crossroads Boulevards in Windsor, CO. The project involves restructuring the intersection into a multi-lane rotary complete with dedicated bicycles lanes, pedestrian crossings, and connections to the Poudre River Trail and Eastman Park. From 2016 to 2024, twenty-five accidents occurred at this intersection. We aim to improve the safety of motorists, pedestrians, bicyclists, and the Windsor community through redesigning the intersection.
This funding will directly benefit the residents of Windsor, located in Colorado’s Fourth Congressional District. This project will reduce accident frequency and severity, add 3.1 miles of new pavement to improve traffic congestion, and provide more effective access to the Windsor community, stimulating growth.
