Can Mamdani Afford to Expand the CityFHEPS Voucher Program?

As a candidate, Zohran Mamdani promised to expand eligibility for the CityFHEPS rental voucher program to people with slightly higher incomes and those at risk of eviction—implementing City Council legislation that the previous Adams' administration refused to.

More than 65,000 households currently use the rental assistance—making it the second largest voucher program in the country—and it's a key tool for moving New Yorkers from homeless shelters to homes. But its large price tag, and a larger than expected fiscal deficit, challenges a Mamdani administration seeking to balance its first budget with an ambitious housing agenda.
