Psychiatric Residential Treatment Facilities Preliminary Public Hearing and Comment Period
Work is underway to create a permanent state administrative rule for the certification and operation of psychiatric residential treatment facilities.
Data suggests Wisconsin lacks sufficient in-state, youth-focused residential treatment options capable of providing intensive, trauma-responsive behavioral health care. Psychiatric residential treatment facilities, a facility type created under 2025 Wisconsin Act 9, are a new level of care intended to fill this identified gap in the state's behavioral health care system.
The public is invited to share feedback on the statement of scope for the permanent state administrative rule.

Feedback will be accepted at a virtual preliminary public hearing February 9, 2026, from 10 a.m. to 11 a.m. or any time in writing now through February 9, 2026.
