DES has a new statewide contract 06225, generator maintenance, repair, and parts services. This contract succeeds contract 02420, which expires Feb. 7.
This contract features two statewide contractors:

DES seeks feedback on small package delivery contract
DES is participating in a NASPO ValuePoint cooperative, contract 00626, small package delivery, to succeed contract 10421, which expires Nov. 27.
This solicitation is for products and services that include courier and delivery services, mailing, and transportation of goods and freight.

DES will extend contract 25223, linen and laundry services, until April 1, 2029.

Fencing materials and related products contract will expire in December
Contract 04915, fencing materials and related products, expires on Dec. 31. DES is not renewing the contract.
Fencing materials and related products can be purchased under contract 15222, walk-in building supplies. For fencing installation, coordinate through DES Facility Professional Services (FPS), Municipal Services Research Center (MRSC) webpage for public works services, or other approved procurement methods.

Medical contracts
DES starts solicitation to replace medical supply solutions contract
DES is starting solicitation for contract 00126, medical supply solutions, to succeed statewide contract 26323, which expires April 30.
This solicitation is for the purchase of medical supplies, pharmaceuticals, vaccines, diagnostic instruments and supplies, ambulatory equipment, instruments, and healthcare solutions on an as-needed basis.
We are looking for purchasers and subject-matter experts to help us develop this contract. If you are interested, join our kickoff meeting at 2:30 p.m. on Feb. 5. Attendees will learn more about the solicitation process, time commitment and responsibilities.

Changes to the Washington Procurement Manual
The Washington State Procurement Manual helps public procurement professionals implement and manage contracts on behalf of their organizations. The tools and templates on the procurement manual help agencies and governmental entities comply with state procurement laws and policies. DES is the state’s procurement authority and updates the documents and processes as public procurement evolves.
The following items on the Washington State Procurement Manual have been updated, effective Jan. 15.
- Document name: Competitive solicitation
- Backgrounder: Competitive solicitation template
- Backgrounder: Contract template
- Backgrounder: Exhibit A – Bidder’s certification
- Exhibit E: Contract issues list
Summary of changes:
The documents are updated to show that the contract is now labeled Exhibit B. Non-cost factors (performance requirements) are labeled Exhibit D.
Reason for changes:
DES is seeing an increase in the number of posted solicitations that do not use a non-cost factor exhibit. When that happens, the templates require additional language or changes. Renaming the contract as Exhibit B reduces the necessary adjustments to the templates during solicitation drafting. If a non-cost exhibit is used, it will be labeled as the next letter.
