Hamas conditioning disarmament talks
Hamas has said that it will only begin discussing disarmament after the Rafah crossing is reopened,

Under the terms of the peace plan for Gaza, Hamas is required to disarm and give up power — yet it continues to violate the agreement by refusing to do so.
