Every year, the ASPCA analyzes thousands of inspection and enforcement records of USDA-licensed dog dealers, including puppy mills. The findings are shocking and horrific:
680 violations of the law were reported at dog-breeding facilities across the country in 2025. These included dogs in tiny, filthy cages without clean food or water, dogs with painful wounds or deadly diseases and dogs who died from preventable causes or with no explanation at all. The USDA took NO ACTION in any case.
