The second week of the legislative session has come to a close, and the work at the General Assembly is well underway. These early weeks are an important time to set priorities, hear from constituents and stakeholders, and begin moving legislation that reflects the needs of our community.
Winter Weather & Public Safety Update
Yesterday, my office sent out an email regarding the severe winter weather expected this weekend. I hope you have all taken the necessary precautions to prepare and have checked in on neighbors, especially elderly or vulnerable community members.
Since my last update, we have received additional information. A major sewage pipe carrying millions of gallons of wastewater has ruptured, releasing wastewater into the Potomac River just northwest of Washington, D.C. This incident occurred ahead of the incoming winter storm and has required emergency response and repair efforts under challenging conditions.
Out of an abundance of caution, residents are encouraged to conserve water and ensure they have an adequate supply on hand, particularly in the event of power outages, which could impact water and wastewater treatment systems. While there is no confirmed impact on drinking water at this time, severe weather combined with infrastructure strain increases the risk of service disruptions.

Update on My Legislation
I’m pleased to share that we made strong progress during the second week of the legislative session, as the first of my bills, HB 794, passed unanimously out of subcommittee and is now moving to the Appropriations Committee. Nearly a decade ago, the Virginia State Health Commissioner declared opioid addiction a public health crisis, leading multiple state agencies to take on efforts to combat this epidemic. However, a lack of interagency coordination has weakened these efforts, and we have not seen a reduction in opioid overdose deaths. HB 794 designates the Virginia Department of Health (VDH) as the lead agency for a comprehensive opioid response in the Commonwealth and grants VDH the authority to convene relevant state agencies to create, implement, and monitor a statewide strategic plan.

Inauguration

During this historic 2026 Legislative Session, I had the privilege of attending the inauguration of Governor Abigail Spanberger, Lieutenant Governor Ghazala Hashmi, and Attorney General Jay Jones. Moments like these remind me that every four years, we are entrusted with a profound responsibility of choosing our leaders and continuing the peaceful transfer of power. It is a tradition that carries both history and promise, and sets a meaningful tone for the Legislative Session ahead.
That day was made even more significant by the presence of my son, sitting together on the historic steps of the Virginia State Capitol, surrounded by symbols of Virginia’s past and with hope for the future. I felt deeply grateful to share the event with all who attended. It brought into focus why this work matters and reinforced my commitment to building a stronger Commonwealth for the next generation.
As your representative, my goal remains moving Virginia forward in ways that make a real difference in people’s daily lives. This includes prioritizing affordability, expanding access to housing and healthcare, strengthening our public schools, and supporting working families. Achieving these goals depends on collaboration and a shared commitment to working together, even when perspectives differ.
As we enter the third week of the legislative session, I remain committed to that responsibility. I continue to carry with me the perspective gained during my first term, a reminder of the importance of this work and of getting it right for our children and grandchildren.

This Martin Luther King Jr. Day, we were moved by Delegate McQuinn's remarks on the floor as we are reminded of Dr. King’s vision: “I have the audacity to believe that people everywhere can have three meals a day for their bodies, education and culture for their minds, and dignity, equality, and freedom for their spirits."

In her address to the Joint Assembly on Monday, the Governor unveiled her Affordable Virginia Agenda , prioritizing lower drug prices, affordable housing, and reduced energy costs. As she reminded us, “Let’s stand up for the future we can build together. Let’s stand up for the Commonwealth we love. And let’s deliver for the people who sent us here.”

As the delegate for House District 27, I can help you communicate with state agencies such as the Virginia Employment Commission, Departments of Taxation, Social Services, Transportation, and more! I can also submit inquiries with those agencies on your behalf. There are limits to what I can do, however. For example, I am unable to expedite cases or force state agencies to favor your inquiry, provide legal advice or recommend a specific attorney, intervene with judicial issues, overturn decisions, or be involved with matters between private businesses.
