Public Review Draft Set for Release for Comment and Feedback
Maricopa County is pleased to announce the upcoming release of the Framework 2040 Comprehensive Plan Public Review Draft. The draft will be shared and discussed at a public meeting on Thursday, January 29th, 2026. This marks the beginning of the 60-day review period when the Framework 2040 Comprehensive Plan Draft will be available for residents, stakeholders, agencies, and other members of the community to comment on and submit feedback. The update of the county’s Comprehensive Plan is vital as the document will serve as a roadmap for county-level decision-making on future growth, development, and preservation through the year 2040.
The County adopted its current Comprehensive Plan back in 2016. In the ten years since then, new growth patterns and evolving industries, along with Arizona legal requirements, necessitate a broad and full update to ensure Maricopa County's continued development aligns with long-term community values.
The Draft Framework 2040 Comprehensive Plan looks to act as a guide for promoting the health, safety, and general welfare of Maricopa County, providing a basis to guide the development of both the natural and built environment while working to sustain and improve quality of life for residents of unincorporated Maricopa County. Most notably, the Plan implements a new approach that unifies the existing growth strategies of the unincorporated areas under a cohesive framework that allows for context-appropriate development while balancing the preservation of natural and rural landscapes. The Draft Plan does this through addressing various county-wide topics such as land use, transportation systems, parks and open spaces, water resources, energy, economic growth, environmental planning, and cost of development in a manner that reflects the values and priorities of residents within unincorporated Maricopa County.
We invite all residents, landowners, business owners, and other stakeholders within unincorporated Maricopa County to attend the upcoming Grand Virtual Event on Thursday, January 29th from 5:00 PM – 6:00 PM to learn about the key updates included in the Framework 2040 Comprehensive Plan. Information will be provided during the Virtual Event on how to comment and submit feedback on the Draft Plan.

The feedback gathered during this Grand Virtual Event and throughout the 60-day period will be carefully reviewed and used to inform and revise the final draft of the Comprehensive Plan as it heads towards consideration from the Maricopa County Board of Supervisors. The Grand Virtual Event will also inform attendees of the anticipated dates for the public hearings before the Planning & Zoning Commission and the Board of Supervisors as part of the adoption process for the Framework 2040 Comprehensive Plan.
