LCB Action: Rulemaking (impacting alcohol and cannabis) – 2025 Legislative Implementation Package (HB 1636, HB 1698, 2SSB 5786, etc.)  

On Jan. 20, 2026, the Liquor and Cannabis Board (LCB) took the following action:

Final rules adopted (CR-103)

During its regularly scheduled meeting on Jan. 7, 2026, the Board approved final rules amending and repealing existing rules throughout Title 314 WAC to align with statutory changes resulting from the 2025 legislative session, previous statutory changes, and to correct typographical errors. The rule changes include amendments necessary to implement the following legislation:

House Bill 1636, which eliminated the 24 liter per-transaction limit imposed on licensees with an endorsement to sell or resell alcohol to other retailers licensed to sell alcohol for on-premises consumption. 

House Bill 1698, which revised terminology to include the defined term “on-premises licensed facility” and updated Mandatory Alcohol Server Training (MAST) requirements. The military installation permit and public house license were also eliminated.

Second Substitute Senate Bill 5786, which updated most alcohol license, permit, and endorsement fees.

 

The new rule language became effective Jan. 20, 2026.
