Dear Friend,

I wanted to provide an update on the work I am doing in the House of Representatives to represent the great people of Maryland's First Congressional District and to advance commonsense, conservative legislation in Washington, D.C.

Advancing National Security and Fiscal Responsibility

This week, I voted in support of the Financial Services and General Government and the National Security, Department of State, and Related Programs Appropriations Act, 2026. This legislation cuts wasteful federal spending and strengthens oversight of federal programs. It prioritizes stopping the flow of fentanyl into communities across Maryland’s Eastern Shore and strengthens cybersecurity to better protect our financial systems and critical infrastructure. It also supports secure, efficient passport services and fully funds embassy security to better protect Marylanders serving or working overseas. The bill supports small businesses and strengthens Buy American policies, while bolstering partnerships with allies like Israel and Taiwan and pushing back against China’s influence to protect our economy, our ports, and the Maryland jobs tied to global trade.

Protecting Retirement Savings for Maryland’s First District

This week, I supported the Protecting Prudent Investment of Retirement Savings Act. This bill reverses a Biden-Harris rule that allowed fund managers to prioritize Environmental, Social, and Governance (ESG) factors over financial performance. Instead, it requires retirement plan managers to focus on maximizing returns and makes clear that protecting the financial security of workers and retirees is their top legal responsibility. It also ensures that any shareholder votes are cast in the financial interest of retirees, not to advance political agendas. This will help protect the hard-earned savings of families across Maryland’s First District, from our farmers and small business owners to our teachers, veterans, and retirees who depend on their 401(k)s and pensions.

Celebrating Dorchester’s Watermen at the Oyster Ball

Last weekend, I had the opportunity to meet with local watermen at the Dorchester Seafood Heritage Association’s 11th Annual Oyster Ball. It was a great reminder of how vital our commercial fisheries are to Dorchester County’s heritage and economy, and I’m proud to stand with local watermen and support the future of Maryland’s seafood industry.

In The News

WBOC: Congressman Harris secures millions for first responders in Crisfield, Trappe

First responders in Crisfield and Trappe are receiving critical federal investments to strengthen public safety and emergency preparedness. I secured more than $1.35 million to design and build a new Crisfield Fire Station and Emergency Shelter that will improve emergency response and provide a safe place for residents during severe weather. Additionally, I delivered $4.5 million to replace the Trappe Volunteer Fire Company’s aging firehouse with a modern facility that gives volunteer firefighters the space and equipment they need to serve Talbot County safely and effectively. OC Today-Dispatch: Funding advances for county water treatment facility

I'm proud to have secured $2.55 million in federal funding for the replacement of the Newark Water Treatment Plant in Worcester County. The House advanced this funding on January 8 as part of an appropriations bill, and it will allow the town to replace the aging facility while upgrading treatment capacity to meet today’s water quality standards. This funding will give Newark a more dependable water system and help ensure this small Eastern Shore community has the infrastructure it needs to serve Maryland families for years to come. The Harford News: Congressman Andy Harris raises concerns over Maryland SNAP payment error rate

This week, I met with USDA Inspector General John Walk to discuss my concerns with Maryland’s SNAP payment error rate, including the allegation that state officials intentionally left payment errors unaddressed to delay legal penalties. Inspector General Walk appreciated the concerns I raised and committed to looking into the allegations for any appropriate actions, including potential criminal actions.
