Additional Public Comment Opportunity--Section 401 Water Quality Certification Request for the Seminoe Pumped Storage Project

The WDEQ will host a virtual public meeting from 4:00 PM to 7:00 PM local time on January 28, 2026, via Zoom, to provide an additional comment opportunity for the proposed Section 401 water quality certification for the Black Canyon Hydro, LLC Seminoe Pumped Storage Project near Rawlins, Wyoming. The scope of the meeting will be limited to information regarding the proposed water quality certification. At the meeting, the WDEQ will accept public comments. This comment opportunity is in addition to the written comment period and the January 21, 2026 public meeting as advertised in WDEQ’s *January 2, 2026 public notice* [ [link removed] ].

Individuals that are interested in attending or providing verbal comments may submit a request for the Zoom link to the *January 28, 2026 public meeting RSVP form* [ [link removed] ].

The draft Section 401 certification, the draft December 19, 2025 adaptive management plan, and the Section 401 certification request that includes associated technical and modeling reports are available at the *January 2, 2026 Public Notice website* [ [link removed] ]. The WDEQ will post a recording of the informational presentation provided at the January 21, 2026 public meeting to this website once available.

As advertised in the January 2, 2026 public notice [ [link removed] ], written comments must be addressed to Eric Hargett, Wyoming DEQ/WQD, 200 W. 17th Street – 4th floor, Cheyenne, WY, 82002, and be postmarked on or before 5:00 p.m. on February 2, 2026 to be considered. Electronic comments may only be submitted through and accepted by the Wyoming DEQ comment portal provided at [link removed] [ [link removed] ]. Phone and email comments will not be accepted.
