Dear John:

As the year draws to a close, I am proud to look back on a productive year of fighting for the values and priorities of Western Minnesota. Throughout the year, I have been focused on delivering results: securing funding for our communities, introducing legislation to support our farmers and families, and working to rein in wasteful spending in Washington.

It is an honor to serve you, and I look forward to continuing this work in the year ahead. Here is a summary of some of the key legislative activities and votes from this past year.

 

Constituent Outreach & District Funding

This year, I worked hard to stay accessible and hear directly from you. We successfully hosted three tele-town halls, with over 29,000 total attendees, ensuring that thousands of constituents could participate from home. Additionally, my staff held 12 mobile office hours across the district, bringing federal services closer to our communities.


Your voices were also heard loud and clear through 153,807 contacts we received via emails, letters, and phone calls, informing my decisions and priorities in Washington.


I am proud of the dedicated work my staff has done this year to assist you with federal agencies. We successfully closed 652 individual cases for constituents needing help with issues like Veterans Affairs benefits, Social Security, and Medicare. In total, our casework team helped recover $4,209,449.75 for the district through money that had been incorrectly withheld or delayed by the IRS and other agencies.


Crucially, I also worked to secure over $5.5 million in direct federal funding for vital community projects, helping to invest in infrastructure, public safety, and other critical needs across the 7th District.

 

Sponsored Legislation

I have introduced legislation focused on common-sense solutions that directly address the needs of our district, from protecting families and supporting our rural economy to strengthening our essential workforce.

  • Protecting Rural Seniors' Access to Care Act (H.R. 1683): To prohibit the implementation or enforcement of the final federal rule regarding minimum staffing standards for nursing facilities, protecting patient access in rural areas.
  • More Opportunities for Moms to Succeed (MOMS) Act (H.R. 3235): Aimed at providing essential resources and support for expectant mothers and their families.
  • Law Enforcement Education Grant Program Act (H.R. 3436): To authorize a grant program to encourage students to pursue careers in law enforcement, supporting recruitment and retention efforts.
  • Investing in Rural America Act (H.R. 1246): To amend the Farm Credit Act to provide support for facilities offering healthcare, education, child care, and other vital services in rural areas.
  • Defund Planned Parenthood Act (H.R. 271): To provide for a moratorium on Federal funding to Planned Parenthood and redirect those funds to other eligible women's health centers.
 

Cosponsored Legislation

I joined colleagues in championing several critical initiatives across key policy areas affecting the 7th District. Here are a few of the bills I cosponsored. 

 

Agriculture 

  • SNAP Data Transparency and Oversight Act (H.R. 6520): Requires States to provide recipient-level data for the Supplemental Nutrition
  • American Protein Processing Modernization Act (H.R. 5038): Directs the USDA to modernize criteria for meat and poultry establishments to operate at alternate inspection rates.
  • FARMER Act (H.R. 3283): Provides premium support for certain crop insurance plans to enhance risk management for farmers.
  • Protecting Infrastructure Investments for Rural America Act (H.R.502): Modifies a transportation grant program to be more accessible to smaller rural communities.
  • Pet and Livestock Protection Act (H.R. 845): Requires the removal of the gray wolf from the endangered species list.

Veterans

  • Veterans' ACCESS Act (H.R. 740): Improves the Veterans Community Care Program to ensure timely access to care through community providers, strengthening wait time standards and reducing bureaucratic barriers.
  • Simplifying Forms for Veterans Claims Act (H.R. 1286): Directs the VA to seek an independent assessment to simplify and improve the clarity of the forms veterans and survivors must use when filing for benefits.
  • Veterans 2nd Amendment Protection Act (H.R. 1041): Prohibits the VA from transmitting a veteran's personal information to the National Instant Criminal Background Check System (NICS) solely because a fiduciary has been appointed to manage their benefits, without a judicial finding of incompetency.

Healthcare

  • Improving Seniors' Timely Access to Care Act (H.R. 3514): Establishes requirements for Medicare Advantage plans regarding the use of prior authorization to speed up patient care for seniors.
  • Ensuring Patient Access to Critical Breakthrough Products Act (H.R. 5343): Ensures prompt and permanent Medicare coverage for innovative medical devices designated as breakthrough technologies.
  • Restoring Inpatient Mental Health Access Act (H.R. 5944): Amends the Social Security Act to permit Medicaid coverage for services furnished to patients in institutions for mental diseases.

Law Enforcement

  • HALT Fentanyl Act (H.R. 27): Permanently places fentanyl-related substances as a class into Schedule I of the Controlled Substances Act to increase penalties.
  • Laken Riley Act (H.R. 29): Requires mandatory detention and removal of non-citizens charged with or convicted of certain theft-related offenses.
  • Law-Enforcement Innovate to De-Escalate Act (H.R. 2189): Provides federal funding and incentives to modernize law enforcement equipment and training for de-escalation technologies.

Protecting Life

  • No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act (H.R. 7): Makes the Hyde Amendment permanent, prohibiting federal funding for abortions (with exceptions).
  • Born-Alive Abortion Survivors Protection Act (H.R. 21): Requires healthcare practitioners to provide the same degree of care to a child surviving an attempted abortion as any other newborn.
  • Life at Conception Act (H.R. 722): Declares that the right to life guaranteed by the Constitution is vested in each born and preborn human person.
  • Let Pregnancy Centers Serve Act (H.R. 2226): Prohibits discrimination against entities that do not provide or refer for abortions.
