Quarterly Update, Q4 2025
Dear Friends of Bull Moose,
As DC staffers stare down two kinds of white this December—fresh snow and thousands of pages of NDAA text—the legislative frenzy has, at last, begun to subside. With most of the chaos of 2025 finally behind us, we want to wish you a restful Christmastime and a joyful holiday season.
The final stretch of the year was busy on our end as well. While much of our work focused on closing out 2025 (with apologies to friends who spent the quarter furloughed at home), we were also laying necessary groundwork for 2026.
As we’ve shared before, Bull Moose will be hosting a series of intra-right policy debates and discussions aimed at clarifying ideas the America First movement must tackle leading up to the midterms and beyond.
The first in this series, Can We Protect Kids Online, will be held in late January. Speakers will be announced in the coming weeks.

Reports, Statements, Primers, Letters, and Public Filings
In a new report, we highlighted a critical and underappreciated issue: America’s reliance on GPS technology, a 20th-century technology vulnerable to attack. We argue that, alongside GPS, the United States should develop a terrestrial alternative. To that end, we also filed a comment with the FCC, urging them to allow for the development of such an alternative.
We filed a comment on the proposed H-1B changes, which, while a good start, were far from enough. In addition, the Bull Moose Project wrote a comment on the federal government’s Section 232 investigation of imports of PPE and medical equipment, as well as one on the FCC’s covered list.
Just before the end of the year, we sent a letter to FTC Chairman Andrew Ferguson, urging them to rein in Apple’s anti-competitive practices, listing a long series of abuses and providing supporting documentation.
We also began a series of policy primers, which we plan to expand on in the new year. One elaborated on the history of US-Georgian relations and argued that the US should change its current approach to Tbilisi. Another called for rebuilding America’s app store ecosystem by passing the App Store Freedom Act and the App Store Accountability Act.
