Moreover, the current system forces presidential candidates to focus virtually all of their attention on just seven closely divided battleground states. This leaves 80% of the nation's voters and 43 states on the sidelines. The National Popular Vote Interstate Compact will guarantee the Presidency to the candidate who receives the most popular votes in all 50 states and the District of Columbia. The Compact has been enacted into law in 17 states and DC. These 18 jurisdictions have 209 of the 270 electoral votes needed to bring the Compact into effect. The most obvious path to get the 61 needed electoral votes involves passing the Compact in 2026-2027 in most of a group of 7 states with a combined total of 78 electoral votes.
