*Environmental Review Implementation Subcommittee meeting*

*Wednesday, December 17, 1 – 4 p.m.
*Join us in person or virtually for the December 2025 Environmental Review Implementation Subcommittee (ERIS) meeting. The subcommittee will hear updates on the Environmental Review (ER) workplan, the Climate Calculator, and the use and guidance of the Alternative Urban Areawide Review (AUAR). They will also hear an update on ER rulemaking including energy infrastructure, Environmental Impact Statement (EIS) scoping, and gas production. *Project description: *This 2025 update to the East Ravine AUAR and Mitigation Plan covers a 3,988-acre area north of 70th St, east of County Rd 19, and west of Lamar/Kimbro Aves. The proposed development aligns with the 2040 Comprehensive Plan, aiming for full build-out per future land use. It includes mostly single-family homes with some medium/high-density housing to support lifecycle needs. Two commercial nodes are planned: one in Cedarhurst at 70th & Keats with a neighborhood focus. A key goal is creating a safe, efficient, and connected local and collector street system.

DNR proposes to update the Public Waters Inventory for Aitkin County

*Notice description: *The Minnesota Department of Natural Resources (DNR) is seeking public comments on its proposal to update the Public Waters Inventory (PWI) for Aitkin County. In 2024, the Minnesota Legislature enacted Minn. Stat. § 103G.201 (f) which directed the DNR to update the state's PWI. The DNR has prepared a map and list of preliminary corrections which will update the PWI for Aitkin County. The DNR is proposing a total of 17 public waters corrections including 16 additions and 1 removal in Aitkin County. The map and list of preliminary corrections can be viewed on the PWI Update project webpage (mndnr.gov/pwi-update). The DNR will provide a 60-day public comment period and host a public meeting in the county to obtain feedback on the preliminary corrections.

Minnesota Public Utilities Commission - Annual Infrastructure Permitting Hearing

*Notice description: *On 12/9/2025, The Commission held the Annual Infrastructure Permitting Hearing under Minnesota Statute § 216I.15 - however, it was inadvertently missed that the notice was not submitted to the EQB Monitor. The 12/9/2025 recording of the hearing will be played at an additional, online only hearing via WebEx that will be held on December 29, 2025 at 10:30 AM. Fish kill reports

Minnesota Duty Officer reports pertaining to fish kills are summarized in the following table, in accordance with 103G.216, REPORTING FISH KILLS IN PUBLIC WATERS, Subd. 2 Reporting Requirement. These reports were received via the Minnesota Duty Officer prior to the submission deadline for this edition of the EQB Monitor. They represent the raw data/information provided by callers. For more information regarding fish kills in Minnesota see the Department of Natural Resources [ [link removed] ]. Call the Minnesota Duty Officer at 651‐649‐5451 or 800‐422‐0798 to report fish kills.
