December 12, 2025 Friend, Welcome back to the Pfluger Fly-By, a roundup of events and updates to keep you informed about everything I'm doing week by week to represent you in Congress. It was another busy week in Washington! I introduced critical legislation to lower health care costs, expand consumer choice, and increase price transparency for patients. I also secured big wins for TX-11 in this year's NDAA, participated in the annual Worldwide Threats hearing, and had legislation pass out of the Energy and Commerce Environment Subcommittee. I also led the Texas delegation in a letter urging CMS to prioritize funds for rural hospitals in Texas, applauded aid from the Trump administration to America's agricultural producers, and more. Best, More Affordable Care Act America’s health care system is broken, plagued by skyrocketing costs and declining patient outcomes. The Democrats’ Obamacare disaster completely failed to deliver on its core promises, and Republicans must fix it, which is why I introduced the More Affordable Care Act (MACA) this week. This legislation will lower costs, expand consumer choice, and increase transparency for patients. By establishing Health Freedom Accounts and a Health Freedom Waiver Program, MACA will put health care decisions back where they belong: in the hands of American families, not Washington bureaucrats. This legislation will also provide small businesses with critical tax relief to encourage employer-sponsored coverage and will codify price transparency for patients. The American people deserve better than throwing more money at a failed system, and this legislation delivers the commonsense solutions they expect. Securing Big Wins in the NDAA I was proud to vote in favor of this year's National Defense Authorization Act (NDAA) – the legislative vehicle that authorizes the policies, programs, and spending for the Department of War. I secured major wins in this year's bill, delivering for both Texas's 11th Congressional District and America's national security. Today's battlefield is rapidly evolving, and we must act boldly and decisively to outpace our adversaries at every turn. This year's NDAA delivers on that mission and implements President Trump's Peace Through Strength Agenda. It codifies 45 of President Trump's key Executive Orders and legislative proposals, refocuses the Pentagon on lethality and warfighting, and builds a more ready and capable fighting force. This bill recognizes the indispensable role of hardworking Texans in our national defense by allocating $112 million for dormitory upgrades at Goodfellow Air Force Base and $34.5 million for Fort Hood's Smart Water Grid and Central Energy Plant. Worldwide Threats Hearing with DHS Secretary Kristi Noem As Chairman of the House Homeland Security Subcommittee on Counterterrorism and Intelligence, I participated in the annual Worldwide Threats hearing to sound the alarm about the escalating dangers the U.S. currently faces stemming from the Biden-Harris administration's previous failures. During the hearing, the National Counterterrorism Center Director Joe Kent confirmed that more than 18,000 known or suspected terrorists remain at large after having crossed into the country during President Biden’s tenure. This reality is nothing short of terrifying and should keep us all up at night. I also underscored the indispensable role Texas had in securing our border when the previous administration failed to do so, highlighting the over $11 billion we invested to protect our communities during the Biden-Harris border crisis. I asked Secretary Noem for a clear timeline on when the federal reimbursement we secured for Operation Lone Star will finally be returned to Texas. FENCES Act Advances to Full Committee Vote This week, my Foreign Emissions and Nonattainment Clarification for Economic Stability (FENCES) Act passed through the House Energy and Commerce Subcommittee on Environment. The bill restores commonsense by preventing the EPA from punishing states for pollution they didn’t cause – including foreign emissions, cross-state transport, wildfire smoke, and mobile-source emissions outside their control. I’m proud to lead this bill as another major step in modernizing and strengthening America’s broken permitting system. Trump Administration Announces Aid Package for Agricultural Producers I am grateful for the Trump Administration's announcement of the $12 billion investment in American agriculture. This action will provide much-needed relief to America's farmers and ranchers. As a seventh-generation Texan from a farming family, this fight is personal. I'll always stand up for the people who keep our country fed, our families clothed, and our economy running – and now we thankfully have a President who will too. Prioritizing Funding for Texas from the Rural Health Transformation Fund I led a letter alongside Senators John Cornyn, Ted Cruz, and members of the Texas congressional delegation to CMS Administrator Dr. Mehmet Oz in support of Texas's application to the Working Families Tax Cuts’ $50 billion Rural Health Transformation Program. I remain committed to ensuring rural hospitals and providers are fully supported to provide care to citizens in Texas-11. Congressional App Challenge Winner I am proud to announce Daiwik Reddy as the winner of this year's Congressional App Challenge for Texas's 11th District. Daiwik, a standout student at Legacy High School in Midland, built an impressive and innovative app he named KidneyWise. His app serves as a tool designed to help patients navigate the often confusing and stressful kidney transplant process. KidneyWise streamlines the early steps of getting on the transplant waitlist by offering an interactive eligibility quiz, educational resources on kidney function and symptoms, healthy lifestyle guidance, and support tools for patients and families. It's a thoughtful, user-focused project with the potential to make a real difference for patients in need. Daiwik's hard work and creativity highlight the remarkable talent we have right here in TX-11, and I can't wait to see what he accomplishes next!
