Taxing the rich is and always has been popular.


Last month, New York City voters elected as mayor Zohran Mamdani, who campaigned on taxing the city’s wealthiest people and corporations to pay for universal childcare and free buses. Coloradans decided their richest residents could pay a bit more to fund free school meals and food assistance statewide. And the District of Columbia acted to reinstate and expand its Child Tax Credit and bolster its Earned Income Tax Credit – paid for with smart tweaks to how DC conforms to federal taxes.

With public opinion on our side, ITEP and our partners are helping states create fairer tax systems, expand refundable tax credits, and fund the things communities need.


We can tackle inequality with innovations like a Wealth Proceeds Tax on proceeds generated by capital gains, dividends, and passive business income. More than a dozen state partners have expressed interest in creating their own Wealth Proceeds Taxes as Minnesota has already done.

We provide the numbers that help people hold lawmakers accountable in 2026 and beyond. We revealed how the richest 1% of Americans will receive $1 trillion in tax cuts over the next decade from the new federal law. Moving forward, we’ll refine our work to understand how tax policy affects the 0.1% – the tiny sliver of the richest 1 in 1,000 people. This will help us take on the extreme inequality that is doing so much to harm this country.
