Dave Upthegrove, the elected official who’s responsible for our forests and public lands, just finished his first year in office. He began this work with big expectations from environmentalists and the public. What has he delivered in this first year, and what tone has he set for the three years ahead?

Since 2015, we have published a yearly evaluation of the Commissioner of Public Lands (CPL) and the Department of Natural Resources (DNR).
Why the CPL? The CPL leads DNR and is the only statewide elected official in Washington focused solely on management of our state’s natural resources. This includes management of our public state trust lands, aquatic lands (the beds of navigable waters), overseeing logging on private lands, and wildfire response. The work of the CPL and DNR touches every person who lives in Washington.
Washington Conservation Action holds our elected leaders accountable. We keep the public informed about how well these leaders are advancing solutions to the big challenges faced by our ecosystems and communities. Our evaluation draws from months of research by WCA staff and year-round engagement with partners and DNR staff.
This year’s report is a crucial moment for accountability: our new CPL, Dave Upthegrove, is completing his first year in office. CPL Upthegrove was elected on a campaign platform centered on saving mature forests from the saw and integrating environmental justice and Tribal stewardship throughout DNR.
