Reminder: 24-25 HB3 SAT/ACT Reimbursement Application Request TEA TEAL and Qualtrics Survey Close on 12/12/25

*The SAT/ACT reimbursement application is open for the 2024-25 school year.*

 

The College Preparation Assessment Reimbursement, authorized by Texas Education Code (TEC) §48.155 and §39.0261, provides funding to districts for the cost of the administration of college preparation assessments (SAT, ACT, and TSIA) *once* per student either in the spring of their junior year or in their senior year, beginning in the 2019-20 school year. TEA provides each district estimated funding annually for assessment reimbursement, which can be found in the Summary of School Finance Report [ [link removed] ] (line 41). TEA will settle up with districts in the spring of the following fiscal year once all student assessment data is processed.

 

For the 2024-25 school year, ACT invoiced a price of $39 per eligible student for school day administrations, while the College Board invoiced a price of $41 per eligible student for the same. National day administrations were billed at a national day rate determined by each vendor.

*Methodology and Definitions:*
TEA receives testing data directly from ACT and the College Board (SAT). In order to verify that each student is a unique Texas student enrolled in a Texas district or open-enrollment charter school, TEA matched each eligible student to a record in the Public Education Information Management System (PEIMS) and separated the data into four categories:


* *School Day - Matched:* Every eligible student who participated in an ACT and/or SAT School Day administration in Texas and who was matched to a student record in PEIMS.
* *National Day - Matched:* Every eligible student who participated in an ACT and/or SAT National Day administration in Texas and who was matched to a student record in PEIMS.
* *School Day/National Day - Unmatched:* Any eligible student who participated in an ACT and/or SAT National Day and/or School Day administration and who was *not* matched to a student record in PEIMS. TEA will only reimburse unmatched students who have a TSDS Unique Student ID. The district must add this ID in the application for students for whom they want a reimbursement.
* *Not Represented:* Any student for whom the district paid for an assessment and is not found in any of the above categories. Please note that students who received a reimbursement in the 2023-24 school year are *not* eligible to receive a reimbursement in the 2024-25 school year.

*2024-2025 House Bill 3 Reimbursements: Additional ACT/SAT Testers*

 

This form will close on December 12, 2025, at 11:59PM (CST).

 

The purpose of this form is to collect additional data from LEAs requesting reimbursement for an ACT or SAT administration in the 2024-2025 school year, authorized under TEC §48.155.  

The target audience for this form is for those LEAs that wish to receive reimbursement for the administration of the ACT and/or SAT for* student(s) not represented in the data originally presented to districts through the ACT/SAT TEAL application*.

Per legislation, TEA will provide a *one-time *reimbursement *per eligible student *to districts for the cost of administering *one *college preparation assessment (ACT, SAT, or TSIA). The agency will reimburse the highest cost exam per student. In order to receive the 2024-2025 reimbursement for student(s) submitted through this form, a) the student must have taken the assessment(s) either as a junior in the spring or as a senior, b) the student must have taken the entire assessment between September 1, 2024 and July 31, 2025, and c) the LEA must complete this form in its entirety.

TEA will provide support while the form is open; however, the agency will not accept late responses or appeals once the survey closes on *December 12, 2025, at 11:59pm (CST).*
