The report documents how the National Liberation Army (Ejército de Liberación Nacional — ELN) has expanded its power on both sides of the Colombian-Venezuelan border. In Colombia, the ELN is an insurgent force, and in Venezuela, it operates as a paramilitary group allied with President Nicolás Maduro's regime.
Even while negotiating with the Colombian government under the Total Peace Policy, the ELN carried out decisive military operations to consolidate its dominance over the border. Today, the group is stronger than it has ever been, which drastically reduces any incentive for it to sign a peace agreement.
