In less than a year, ICE has become a rogue agency under Noem’s watch:

➢  In Los Angeles, ICE has deployed militarized National Guard troops over the objections of local leaders, sweeping apartment complexes and targeting immigrant workers. Civil rights groups — including Voto Latino and its partners — have condemned this as federal overreach and political terror, pointing to footage of tear gas, unlawful use of force, and even U.S. citizens being detained.

➢  In Chicago, ICE agents have used even more militarized tactics — rappelling from Black Hawk helicopters, firing tear gas and smoke grenades, entering homes pre-dawn, waking families, and restraining residents with zip-ties. These operations don’t just target individuals — they traumatize entire communities, eroding trust in public institutions and driving kids and families into hiding.

➢  The federal government is now preparing to escalate raids deep into the South, aiming to arrest about 5,000 people starting December 1. Communities in Louisiana and Mississippi are already reporting agents showing up in grocery-store parking lots, laundromats, and churches — forcing immigrant families to fear everyday tasks like shopping, washing clothes, and going to church.
