*Public Hearing on Expanded Alcohol Service Areas Proposed Rules – Thursday, Dec. 11, 10 a.m. *

 

The Liquor and Cannabis Board (LCB) is holding a public hearing on Thursday, Dec. 11, 2025, at 10 a.m. The hearing is available both online and in person. It will adjourn once public testimony has finished or by 12 p.m., whichever comes first.

 

The hearing is on the proposed rules implementing Second Substitute House Bill (2SHB) 1515 (chapter 361, Laws of 2025) [ [link removed] ] which expanded allowable areas of public alcohol consumption in various ways.

The public will have options for in-person or online virtual attendance and for providing verbal comments during the hearing. A meeting room will be set up at LCB headquarters building (1025 Union Avenue, Olympia, WA 98504) for in-person attendance. The public may also login on a computer or a device, or call-in using a phone, to listen to the meeting through the Microsoft Teams application, using the link below. Please note that although the meeting room will be staffed during the hearing, agency staff may appear virtually.

 

The LCB encourages those who plan to attend virtually and would like to provide public comment during a public hearing to register in advance, by emailing [email protected]. Those who have not registered by 10 a.m. on the hearing date, or who arrive after the hearing has started, cannot be guaranteed the opportunity to speak. A sign-up sheet for public comments will also be available for anyone who attends in-person.  

 

Those who are unable to attend this hearing and who would like to provide input, can send written testimony to [email protected] by Dec.11, 2025.

During the hearing, please keep the following in mind:


* The hearing is recorded, and the recording will be publicly posted on LCB’s website.

* The Teams chat feature will not be on. Any questions that participants may have should be sent to [email protected].
* Priority for testimony will be given to those who signed up to testify in advance.
* Time permitting, individuals who have not signed up in advance to testify will be permitted to testify on a “first come, first serve” basis. The “raise hand” feature on Teams is how to indicate an interest in providing testimony. The hearing officer will select and unmute people one by one during the hearing and will return guests to mute once their testimony has concluded.
