Governor Whitmer Makes Appointments to Boards and Commissions 

 

LANSING, Mich. — Today, Governor Gretchen Whitmer announced appointments to the following boards and commissions: Michigan State Waterways Commission; State of Michigan Investment Board; Michigan Council for Rehabilitation Services; Michigan Interagency Coordinating Council for Infants and Toddlers with Developmental Disabilities; Autism Council; Commission for Logistics and Supply Chain Collaboration; Michigan Board of Nursing; Michigan Board of Chiropractic; Michigan Board of Physical Therapy; and the Michigan Trails Advisory Council 

 

Michigan State Waterways Commission 

Tim Prophit, of Saint Clair Shores, is the skipper of Fast Tango and a past commodore of the Bayview Yacht Club. Prophit is a past champion of the Bayview Mackinac Race and the Chicago Yacht Club Race to Mackinac, and the 2025 recipient of the Barthel Trophy. Prophit holds a Bachelor of Science in marketing from Wayne State University and has been an avid sailor throughout the Great Lakes for over 40 years. Tim Prophit is appointed to represent the general public for a term commencing November 19, 2025, and expiring September 18, 2028. Prophit succeeds Candice Miller, whose term has expired. 

 

The Michigan State Waterways Commission is responsible for the acquisition, construction, and maintenance of recreational harbors, channels, docking and launching facilities, and administration of commercial docks in the Straits of Mackinac.  

 

This appointment is subject to the advice and consent of the Senate. 

 

State of Michigan Investment Board 

Denise Ilitch, of Birmingham, is an owner of Ilitch Family Companies, president of Ilitch Enterprises, LLC, and a member of the University of Michigan Board of Regents. Ilitch has also been named one of the 100 Most Influential Women by Crain’s Detroit Business. Ilitch holds a Bachelor of Arts in political science and government from the University of Michigan and a Juris Doctor from the University of Detroit Mercy School of Law. Denise Ilitch will be reappointed as an individual with knowledge or experience in securities investment, pension administration, or pension law, past or current fiduciary oversight experience of investment pools similar to the Retirement System, or extensive professional financial knowledge and experience for a term commencing November 27, 2025, and expiring November 26, 2029. 

 

When the state pension plan governance structure was changed from a sole fiduciary model to a board model, fund investment responsibilities shifted from the state treasurer to the new State of Michigan Investment Board, created within the Michigan Department of Treasury. The board is comprised of the state treasurer, who will serve as the board’s chairperson, the state budget director, and three individuals with institutional investment or extensive financial experience, appointed by the governor to serve four-year terms.

Michigan Council for Rehabilitation Services 

Yasmina Bouraoui, of Lansing, is the executive director of the Michigan Developmental Disabilities Council. Bouraoui previously was a manager and a principal investigator of the Pregnancy Risk Assessment Monitoring System at the Early Hearing Detection and Intervention Program. Bouraoui holds a bachelor's degree in social sciences from Michigan State University and both a master's and a Doctorate in public health from the University of Michigan. Yasmina Bouraoui will be reappointed to represent disability advocacy groups for a term commencing January 1, 2026, and expiring December 31, 2028. 

 

Jamia Davis, of Novi, is a document review attorney for KLDiscovery and the managing attorney at the Law Office of Jamia Davis, PLLC. Davis previously worked as a paralegal specialist at the U.S. Small Business Administration. Davis is currently the chairperson of the Michigan Statewide Independent Living Council. Davis holds a Bachelor of Arts in political science from Michigan State University, a certificate in paralegal studies from Oakland Community College, and a Juris Doctor from Western Michigan University’s Cooley Law School. Jamia Davis will be appointed to represent the Statewide Independent Living Council for a term commencing January 1, 2026, and expiring December 31, 2028. Davis succeeds Steve Locke, whose term will expire. 

 

John Sloat, of Ann Arbor, is a senior attorney at Disability Rights Michigan. Sloat holds a Bachelor of Arts in philosophy from Oberlin College, a Master of Arts in philosophy from the New School, and a Juris Doctor from the University of Michigan Law School. John Sloat will be appointed to represent client assistance programs for a term commencing January 1, 2026, and expiring, December 31, 2028. Sloat succeeds Elham Jahshan, whose term will expire. 

 

The Michigan Council for Rehabilitation Services reviews, analyzes, and advises Michigan's rehabilitation programs and services, and advises the department director and Governor. The Council works in partnership with Michigan Rehabilitation Services (MRS) and the Michigan Department of Licensing and Regulatory Affairs' Bureau of Services for Blind Persons (LEO-BSBP).

Michigan Interagency Coordinating Council for Infants and Toddlers with Developmental Disabilities 

LaSean Bailey, of Lansing, is the board president of The Davies Project and was previously a co-coordinator of the local leadership group at Ingham County ISD. Bailey also holds a doula certificate.  LaSean Bailey is appointed to represent parents of children with disabilities less than 13 years old at the time of appointment with knowledge of, or experience with, programs for infants and toddlers with disabilities for a term commencing November 19, 2025, and expiring October 30, 2029. Bailey succeeds Kae Dubay, whose term has expired. 

 

The Michigan Interagency Coordinating Council (MICC) is authorized and required by Part C of the Individuals with Disabilities Education Act (IDEA), as amended by Public Law 105-17. The Michigan Department of Education (MDE) is designated as the lead agency for the state of Michigan. The MICC is charged with advising and assisting MDE in the development and implementation of a statewide, comprehensive, coordinated, multidisciplinary, interagency system that provides early intervention services for infants and toddlers with disabilities and their families.

Autism Council 

Patricia Neitman, of Chelsea, is the director of the Bureau of Children’s Coordinated Health, Policy, and Supports in the Michigan Department of Health and Human Services. Neitman was previously the division director for the Office of the Advocate for Children, Youth, and Families. Neitman is a licensed Master’s Limited Psychologist and holds a Bachelor of Arts in psychology and English from Wayne State University and a Master of Science in clinical behavioral psychology from Eastern Michigan University. Patricia Neitman is appointed as the designee of the director of the Department of Health and Human Services for a term commencing November 19, 2025, and expiring September 30, 2026. Neitman succeeds Phil Kurdunowicz, who has resigned.   

 

The Autism Council is charged with overseeing Michigan's Autism Spectrum Disorders (ASD) State Plan. The Council will implement, monitor, and update the Michigan ASD State Plan which will provide for comprehensive, lifespan supports to individuals with ASD and their families through access to information and resources, coordination of services, and implementation of evidence-based practices.

Commission for Logistics and Supply Chain Collaboration 

Dr. Jason Miller, of East Lansing, is the Eli Broad Endowed Professor of Supply Chain Management and served for three years as interim chairperson for the Department of Supply Chain Management at Michigan State University's Eli Broad College of Business. Miller holds a Bachelor of Science in marketing and logistics from John Carroll University and a Doctor of Philosophy in business logistics from the Ohio State University. Dr. Jason Miller is appointed for a term commencing November 19, 2025, and expiring at the pleasure of the Governor, not later than November 19, 2029. 

 

The Commission for Logistics and Supply Chain Collaboration was created under Public Act 76 of 2013. The seven-member commission is housed within the Michigan Economic Development Corporation and advises state agencies on freight transportation and supply chain management issues. The Commission also collaborates with local, state, and regional governments and the Canadian government concerning economic development, trade and commerce, transportation, and industrial affairs related to supply chain management.

Michigan Board of Nursing 

Mary Jacobs, of Williamston, is a nurse practitioner at University of Michigan Health-Sparrow Lansing. Jacobs holds a Bachelor of Science and Master of Science in nursing from Michigan State University. Mary Jacobs is appointed as a nurse practitioner for a term commencing November 19, 2025, and expiring June 30, 2029. Jacobs succeeds Grace Jacek, whose term has expired. 

 

The Michigan Board of Nursing was created to establish qualifications for nurse licensure, to establish standards for education and approve nurse education programs, develop and implement criteria for assurance of continued competency, and take disciplinary action against licensees when the health, safety, and welfare of the public has been adversely affected.  

    

This appointment is subject to the advice and consent of the Senate. 

 

Michigan Board of Chiropractic

David Smith, of Waterford, is the owner and agent at Dave Smith State Farm. Smith holds a Bachelor of Science in business from Illinois State University. David Smith will be reappointed as a member of the general public for a term commencing January 1, 2026, and expiring December 31, 2029. 

 

Leslie Kohn, of West Bloomfield, is the owner of the Law Office of Leslie M. Kohn, PLLC. Kohn holds a Bachelor of Arts in history and political science from the University of Michigan and a Juris Doctor from Wayne State University. Leslie Kohn will be reappointed as a member of the general public for a term commencing January 1, 2026, and expiring December 31, 2029. 

 

The Michigan Board of Chiropractic was originally formed with the enactment of Public Act 145 of 1933. On September 30, 1978, this authority was transferred to the Public Health Code, Public Act 368 of 1978, as amended. The "practice of chiropractic" means that discipline within the healing arts that deals with the human nervous system and the musculoskeletal system and their interrelationship with other body systems. The Board also has the obligation to take disciplinary action against licensees who have adversely affected the public's health, safety, and welfare. The board works with the department to oversee the practice of approximately 2,863 chiropractors.

Michigan Board of Physical Therapy 

Jaharah Muhammad, of Detroit, is a fitness instructor and the owner of Penny Love Fitness. Jaharah Muhammad will be reappointed as a member of the general public for a term commencing January 1, 2026, and expiring December 31, 2029. 

 

Katie Kiter, of Lansing, is a food service consultant at Envision Strategies. Kiter holds a Bachelor of Arts in communications and public relations from Michigan State University. Katie Kiter will be reappointed as a member of the general public for a term commencing January 1, 2026, and expiring December 31, 2029.

 

The Michigan Board of Physical Therapy was originally formed with the enactment of Public Act 164 of 1965. The Public Health Code mandates certain responsibilities and duties for a health professional licensing board. Underlying all duties is the responsibility of the board to promote and protect the public's health, safety, and welfare. This responsibility is implemented by the Board by ascertaining minimal entry level competency of health practitioners. The Board also has the obligation to take disciplinary action against licensees who have adversely affected the public's health, safety, and welfare.

Michigan Trails Advisory Council 

Matthew Weaver, of Northville, is a sales manager at Ford Credit and the land use director for the Great Lakes Four Wheel Drive AssociationAdditionally, Weaver has served as an at-large member of the Michigan Trails Advisory Council Off-Road Vehicle Advisory Workgroup and is a co-founder of the Michigan Broncos Club. Weaver holds a Bachelor of Arts in communications from Central Michigan UniversityMatthew Weaver is appointed to represent off-road vehicle owners for a term commencing November 19, 2025, and expiring January 17, 2026. Weaver succeeds Tavon Brooks, who has resigned.   

 

The Michigan Trails Advisory Council was formed with the enactment of Public Act 451 of 1994. The purpose of the council is to advise the Department of Natural Resources and the Governor on the creation, development, operation, and maintenance of motorized and nonmotorized trails in the state, including snowmobile, biking, equestrian, hiking, offroad vehicle, and skiing trails.
